3. Original document has been signed/initialed for legal sufficiency. (All documents to be JAB
signed by the Chairman, with the exception of most letters, must be reviewed and signed
by the Office of the County Attorney.
4. All handwritten strike-through and revisions have been initialed by the County Attorney's JAB
Office and all other parties except the BCC Chairman and the Clerk to the Board
5. The Chairman's signature line date has been entered as the date of BCC approval of the JAB
document or the final negotiated contract date whichever is applicable.
6. "Sign here"tabs are placed on the appropriate pages indicating where the Chairman's JAB
signature and initials are required.
7. In most cases(some contracts are an exception),the original document and this routing slip JAB
should be provided to the County Attorney Office at the time the item is input into SIRE.
Some documents are time sensitive and require forwarding to Tallahassee within a certain
time frame or the BCC's actions are nullified. Be aware of your deadlines!
8. The document was approved by the BCC March 12,2019 and all changes made JAB
during the meeting have been incorporated in the attached document. The County
Attorney's Office has reviewed the changes, if applicable.
9. Initials of attorney verifying that the attached document is the version approved by the
BCC, all changes directed by the BCC have been made,and the document is ready for the
Chairman's signature.

RESOLUTION NO. 2019- 42
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY,FLORIDA DECLARING A PUBLIC PURPOSE FOR
THE SOLICITATION, RECEIPT, DISTRIBUTION AND EXPENDITURE
OF DONATIONS TO COLLIER COUNTY COMMUNITY AND HUMAN
SERVICES DIVISION FOR THE SERVICES FOR SENIORS'
PROGRAM, SENIOR NUTRITION PROGRAM AND THE RETIRED
SENIOR VOLUNTEER PROGRAM(RSVP).
WHEREAS, the Board of County Commissioners ("Board") finds there is a compelling
purpose for the Community and Human Services Division ("CHS") to solicit, receive, distribute
and expend donations from private individuals, private corporations and/or community groups
for the purpose of enhancing the Services for Seniors' Program, Senior Nutrition Program and
Retired Senior Volunteer Program("RSVP").
WHEREAS, the Board finds that the Services for Seniors' Program, Senior Nutrition
Program and RSVP provide a valid Public Purpose.
WHEREAS, Services for Seniors Program provides in-home support services to Collier
County's eligible senior residents. The Senior Nutrition Program serves meals to seniors at four
congregate meal sites and provides home delivered meals to eligible residents in Collier County.
WHEREAS, non-cash donations, such as; clothing, household and personal hygiene
products are received throughout the County and are distributed to those seniors served in the
Services for Seniors Program.
WHEREAS, the Senior Nutrition Program accepts unsolicited cash donations from the
seniors who participate in the congregate meal site program and the home delivered meal
program; the donations are deposited back into the program to provide additional nutrition
services.
WHEREAS, the RSVP Program co-sponsored by Collier County since 1990 matches
volunteers with area agencies requesting senior volunteers to help serve the needs of the
community. The RSVP Program sponsors several events each year to recognize volunteers for
their service. Local businesses often contribute gift cards and/or certificates to the program to
support the service of the volunteers.
WHEREAS, these contributions are used to offset the annual local match requirement.

Staff is proposing a resolution to accept donations.
WHEREAS, the Board authorizes CHS to solicit and accept money and property
donations and to authorize the expenditure of the donations in a manner consistent with the
stated public purpose.
WHEREAS, any cash donations received under the Services for Seniors program,
Senior Nutrition and/or RSVP will be presented to the Board to authorize budget amendments
accepting the funds which will reside in the Human Services Grant Fund (707).
NOW, THEREFORE, BE IT RESOLVED, BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that the Board hereby declares
that there is a public purpose for CHS to solicit, accept and receive donations, and to expend and
distribute such donations.
THIS RESOLUTION ADOPTED after motion; second and majority vote this 1241'‘day
of Mos-ch. , 2019.
