EXECUTIVE SUMMARY
Recommendation to approve electronic submittal of an application and accept year two of the
Retired and Senior Volunteer Program grant award in the amount of $54,522 for operation of the
Retired and Senior Volunteer Program from the Corporation for National and Community Service
and authorize necessary budget amendments.
OBJECTIVE: To provide uninterrupted operation of Collier County’s Retired Senior Volunteer Program
(RSVP).
CONSIDERATIONS: Co-sponsored by Collier County since 1990, the RSVP Program places senior
volunteers in various non-profit organizations and County agencies to provide support and community
service. Collier County Community and Human Services Division (CHS) will continue to administer this
project, which is seventy percent (70%) sponsored by the Corporation for National and Community
Service (CNCS).
On June 26, 2018 the Board of County Commissioners (Board) approved the acceptance of this three-year
Grant for the period of 7/1/18- 6/30/21 for a total grant award of $166,566. (Agenda Item #16D11).
CNCS requires each grantee to accept the continuation funding award of the grant on an annual basis. The
amount for the second-year (7/1/19-6/30/20) funding is $54,522. The RSVP grant has a local match
requirement which is thirty percent (30%) of the total project budget of $77,889. The total match
requirement is $23,367. This requirement will be partially met through cash match of $8,367 with the
remaining balance of $15,000 provided through in-kind services, primarily from the use of County Park
rooms for the volunteer run Bone Builders Program classes. The program is further supported by
donations from local businesses for our volunteer recognition events.
When final agreements are received, Budget Amendments will be prepared and presented to the Board
only if any changes are made to the final allocation.
The following table provides a detailed breakdown of the estimated award amount, required local match,
and in-kind budget:

FISCAL IMPACT: The Corporation for National and Community Service will provide $54,522 in grant
funding for RSVP, with a thirty percent (30%) match requirement of $23,367. CHS will provide the cash
match in the amount of $8,367; the remaining balance of $15,000 will be provide through in -kind
services, primarily from the use of County Park rooms for the volunteer run Bone Builders and Tai Chi
Program. Budget Amendments are required to appropriate grant revenue and a cash match within the
appropriate Human Services Grant Fund (707) and Human Services Match Fund (708), Project 33571.
Local match is available within the Human Services Match Fund (708) Reserves supported by a transfer
from General Fund (001) transfer.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
