04/09/2019 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the Third Amendment to agreements with LeeCorp Homes Inc., and Prestige Home Centers, Inc., for the administration of the State Housing Initiatives Partnership Demolition and/or Replacement of Manufactured Housing Program. OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income persons through the State Housing Initiatives Partnership Program (SHIP). CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to undertake eligible activities. On May 8, 2018, Agenda Item #16D8, the Board of County Commissioners (Board) approved Agreements with LeeCorp Homes Inc., (LeeCorp) and Prestige Home Centers, Inc., (Prestige) for the demolition and replacement of site built manufactured housing. The strategy allows the County to use SHIP funds for the demolition and/or replacement of manufactured/mobile housing. The first amendment was approved on August 14, 2018, Agenda Item #16D2. The amendment included additional terminology, added agreement language and clarified allowable expenditures. The second amendment was approved on October 23, 2018, Agenda Item #16D5. The amendment included additional terminology, increased funding, and added additional allowable activities. The third amendment for LeeCorp: 1. Allows for partial payments of allowable ancillary activities including, but not limited to, septic system repair, driveway relocation, replacement or installation, fence replacement, etc. 2. Adds an additional manufactured home unit to LeeCorp’s approved home list. 3. Corrects the period of Financial and Compliance Reporting to 180 days after end of fiscal year. The third amendment to Prestige Home Centers, Inc.: 1. Allows for partial payments of allowable ancillary activities including, but not limited to, septic system repair, driveway relocation, replacement or installation, fence replacement, etc. 2. Increases prices for all approved homes due to price increases in aluminum and steel. 3. Corrects the period of Financial and Compliance Reporting to 180 days after end of fiscal year. FISCAL IMPACT: The proposed action has no new Fiscal impact. The funding source for this grant is Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund (791), Projects 33467, 33525 and 33569.
