RESOLUTION NO. 422 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA APPROVING AND ADOPTING THE NATIONAL RESPONSE PLAN, AND APPROVING AND MANDATING THAT COLLIER COUNTY SHALL USE THE NA TIONAL INCIDENT MANAGEMENT SYSTEM AS COLLIER COUNTY'S BASIS FOR ALL INCIDENT MANAGEMENT IN COLLIER COUNTY, AS SPECIFIED IN PRESIDENT GEORGE W. BUSH'S HOMELAND SECURITY PRESIDENTIAL DIRECTlVElHSDP-5, DATED FEBRUARY 28, 2003 WHEREAS, in the context of INF Requirement Section 20 1.6(c)(5), the Board of County Commissioners of Collier County, Florida is the applicable authorized "Local Government Body"; and WHEREAS. In President George W. Bush's Homeland Security Directive (HSPD)-5, he directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), to provide a consistent nationwide approach for federal. state, local and tribal governments to work together more effectively and efticiently to prevent, prepare for, respond to, and recover from domestic incidents, regardless of cause, size or complexity; and WHEREAS, the collective input and guidance from all federal, state, local and tribal homeland security partners have been, and will continue to be, vital to the development, effective implementation and utilization of a comprehensive NIMS; and WHEREAS, it is necessary that all federal, state, local and tribal emergency management agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management; and WHEREAS, to facilitate the most efficient and effective incident management it is critical that federal. state, local and tribal organizations utilize standardized terminology, standardized organizational structures, uniform personnel qualification standards. uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters; and WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources has improved, and shall continue to facilitate, the Collier County's ability to utilize federal and state funding, to enhance local and state agency readiness, maintain first responder safety, and streamline incident management processes; and WHEREAS, the Incident Command System components of NIMS are and shall continue to be an integral part of various incident management activities throughout Collier County, including all public safety and emergency response organizations training programs; and WHEREAS, the National Commission of Terrorist Attacks (9-11 Commission) has recommended adoption of a Standardized Incident Command System, and that the Secretary of Homeland Security develop and administer a National Response Plan (NRP), which Plan, using the NIMS, shall with regard to response to domestic incidents, provide the structure and mechanisms for national level policy and operational direction for Federal support to State and local incident managers and for exercising direct Federal authorities and responses, as appropriate. NOW, THEREFORE, the Board of County Commissioners of Collier County Florida hereby: 1. Approves and adopts a continuing policy that the National Incident Management System shall be utilized by Collier County for all incident management in Collier County in the context of President George W. Bush's Homeland Security Directive (HSPD)-5, dated February 28,2003, a copy of which (consisting of five pages) is attached hereto and is incorporated herein; and 2. This policy shall continue until such time, if any, that this policy is amended or terminated by future Resolution(s) of the Board of County Commissioners; and 3. This Resolution shall become effective upon adoption. .'--,.. .
