Agenda 03/26/2019 Item #16A 916.A.9 03/26/2019 EXECUTIVE SUMMARY Recommendation to approve a Change Order to address redesign changes and add 112 days to the final completion date for Agreement No. 18-7316 "Collier Boulevard (Golden Gate Boulevard to Immokalee Road) Landscape and Irrigation Installation" (Project No. 60206) and to reactivate the Work Order (and the Agreement), which had an expiration date of March 4, 2019. OBJECTIVE: To add 112 days to Agreement No. 18-7316 and approve design changes, to complete the landscape and irrigation installation project with Hannula Landscaping & Irrigation, Inc. CONSIDERATIONS: On July 10, 2018, the Board of County Commissioners (Board) awarded ITB No. 18-7316 "Collier Boulevard North (Golden Gate Boulevard to Immokalee Road) Landscape and Irrigation Installation" to Hannula Landscaping & Irrigation, Inc. for $1,061,960.67 (Agenda Item 1 LJ). Staff issued a Notice to Proceed and Purchase Order No. 4500188344 to Hannula Landscaping & Irrigation, Inc. on September 4, 2018, with work commencing on September 5, 2018, and the final completion of work scheduled for March 4, 2019, for a total of 180 days. Staff issued a Suspension of Work Notice on February 13, 2019, effective as of February 15, 2019, due to design -related issues. Seventeen days of work currently remain on the contract. The original design consisted of directional bores construction, installation of irrigation mainline and components, and installing landscape plant materials. During the construction phase, however, staff required changes to move the irrigation mainline. Those changes were completed on October 4, 2018. The redesign consisted of relocating the irrigation mainline from the east side of the right-of-way into the median, and the west side of the right-of-way, to avoid disruption of Florida Power and Light transmission lines, street lights, and associated conduits, grounding rods, and spread footers. The associated plant material on the east side of the right-of-way was reduced, and focus was shifted to the intersection with plant material changes that match the existing material for design continuity. Additional changes were made to correct potential sightline issues and to address median turn lane projects that would impact the planned design and installation. The original design required the landscape contractor to locate and utilize existing bores to install the irrigation mainline. Unfortunately, the existing bores could not be located by staff or the landscape contractor. As a result, additional bores are necessary and/or time to locate the existing bores. Staff is requesting that the Board approve a Change Order adding 112 days to the agreement and approving the proposed design changes. Since the number of days exceeds 20 percent, the change order requires individual Board approval. Further, the Work Order for this project has an expiration date of March 4, 2019; therefore, staff further asks the Board to reactivate the Work Order (and Agreement No. 18-7316) effective as of March 4, 2019. FISCAL IMPACT: The change order will increase the contract by 5.30 percent or $56,319.99. Funds are available in Landscape Capital Fund 112, Project 60206. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action. RECOMMENDATION: To approve a Change Order adding 112 days and $56,319.99 to address locating and adding directional bores and redesign changes for Agreement No. 18-7316 "Collier Boulevard (Golden Gate Boulevard to Immokalee Road) Landscape and Irrigation Installation" (Project No. 60206), to reactivate the Work Order (and Agreement No. 18-7316) effective as of March 4, 2019, and authorize the Chairman to sign the attached Change Order. This change order will add and increase line items as described below resulting in a change order increasing the project cost by $56,319.99 and increase the contract time by 112 days. 2. These changes were not included in the original contract for the following reasons: ➢ Plant Material Changes: Plant numbers changed due to potential sightline issues, availability of materials, design continuity, and median revisions for future turn lanes. ➢ Locating Directional Bores: Existing directional bores required for the irrigation system need to be located by the contractor before mainline installation. Also, additional sleeves need to be located due to design changes. County staff had located some sleeves, but additional work was required to complete the task. The contractor was issued a work directive to complete this work. ➢ Addina Directional Bores: Irrigation design changes required additional bores that were not in the original design. Also, existing directional bores were not located by the contractor or by County Staff; therefore, these additional directional bores need to be drilled to connect the irrigation system. ➢ Sidewalk Replacement: A 5'x5' portion of sidewalk was removed and replaced by the contractor due to the directional bore drilling. The contractor was issued a work directive to complete this work. ➢ 112 Days Added: Adding 108 days to the project will give the contractor time to locate existing sleeves, drill the additional directional bores, and locate utilities in these areas. We are also adding four (4) days due to rain events. The Notice to Proceed's final completion date will change from March 4, 2019, to June 24, 2019. N W 00 M O U a r c a� E U 2 w r Q 3.
