Armstrong, Sr. , as owner or authorized agent for Petition PU-91-13, agree to the following stipulations requested by the Collier County Planning Commission in their public hearing on September 19, 1991. PLANNING: a. The Planning Services Manager, may approve minor changes in the location, siting, or height of buildings, structures, and improvements authorized by the provisional use. Expansion of the uses identified and approved within this provisional use application, or major changes to the site plan submitted as part of this application, shall require the submittal of a new provisional use application, and shall comply with all applicable County ordinances in effect at the time of submittal, including Section 10.5, Site Development Plan Review and approval, of the Collier County Zoning Ordinance (82-2) . b. A landscaped buffer in accordance with Section 8.37 of the Collier County Zoning Ordinance (82-2) as amended, shall be provided along the south and west boundaries of the property. c. The access to the site shall be from Rivers road. No access shall be permitted from Immoialee Road (C.R. 846) . d. This site shall be used by the Naples Radio-Controlled Caps, Inc. , members and guests only and the activities shill be limited to the miniature radio controlled car raise only. t e. Hours of operation shall be limited to 7 A.M. till 10 P.M. . f. Any special events (tournaments, etc.) shall require a temporary use permit approval by the Zoning Director or his designee. WATER MANAGEMENT AND ENGINEERING: a. Detailed paving, grading, site drainage and utility plans shall be submitted to Project Review Services for review. No construction permits shall be issued unless and until approval of the proposed construction in accordance with thee submitted plans is granted by Project Review Services. b. In accordance with the Rules of the South Florida Water Management District, (SFWMD) Chapters 40E4 and 40E-40, this project shall be designed for a storm event of 3-day duration and 25-year, return frequency. c. Work within Collier County right-of-way shall meet the requirements of Collier County right-of-way Ordinance No. 82-91. d. Landscaping shall not be placed within the water management areas unless specifically approved by Project Review Services. e. Detailed water management plans and calculations, signed and sealed by 'a Florida Professional Engineer shall be provided. f. No Certificates of Occupancy will be issued unless and until the infrastructure necessary to serve the project has received preliminary acceptance. • h. This project shall be required to go through an SDP in accordance with Section 10.5 of the Zoning Ordinance. i. The location and configuration of the access points shall be designed in compliance with Ordinance No. 82-91. UTILITIPS: a. The septic tank shall be designed and constructed in compliance with Chapters 10D-6 and 10D-9 FAC. ENVIRONMENTAL: a. The applicant shall be subject to all environmental • ordinances in effect at the time of development order • • approvals. TRANSPORTATION: a. At the intersection with CR-846, River Road be improved so as to provide an asphalt apron with a 30 foot radius and depth. b.
