EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact electronic grant application submittal in the amount
of $90,000 to the Community and Human Services Division FY19-20 Housing and Urban
Development, Community Development Block Grant for renovations to the Golden Gate Senior
Center.
OBJECTIVE: To renovate the Golden Gate Senior Center and make the facility more efficient and
provide additional services to seniors.
CONSIDERATIONS: Community and Human Services (CHS), announced on January 4, 2019 the
opening of the FY19-20 grant application cycle for U.S. Department of Housing and Urban Development
(HUD) Community Development Block Grant (CDBG). The application period closed on February 11,
2019. Facilities Management in conjunction with the Collier Senior Resource Center is seeking funding
for renovations to the Golden Gate Community Center.
Due to the short turnaround, staff secured the County Manager’s approval to submit the grant application
as is outlined in CMA#5330. Collier County CMA#5330 authorizes the County manager to approve the
submittal of grant applications with subsequent Board of County Commissioners (Board) action at the
next regularly scheduled Board meeting to ratify the approval as an after -the-fact application. The County
manager approved the grant application on February 8, 2019.
Collier County Facilities Management and its collaborative partner, Collier Senior Resource Center, is
requesting $90,000. There is no match required to implement the program, when awarded. The tot al cost
for the project is $100,000. Although this grant application does not require a match, Collier Senior
Resource Center will contribute $10,000 toward the project. The funding request will be used to add three
(3) additional offices and renovate an existing office for much needed privacy that will better serve the
seniors during counseling sessions, financial assistance, medical screening, and other meetings with
community partners. In addition, the fire system requires modification and will also be replaced.
If the grant is awarded, the grant agreement and any associated subsequent awards will be brought to the
Board later for approval and signature. As fiscal agent of the grant, the County would be responsible for
ensuring compliance with the programmatic and financial reporting requirements of the grant. There may
be non-material variations in the project descriptions between the initial application, development
submitted, the final action plan submitted by CHS, and the final contractual agreement if and when it is
presented to the Board for approval.
FISCAL IMPACT: The cost of the project is $100,000, and although this grant application does not
require a match, Collier Resources, the program provider at the Center will contribute $10,000 towards
the project. If awarded, grant revenue in the amount of $90,000 will be recognized at a future Board
meeting.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATION: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board approval. -JAB
