Agenda 03/12/2019 Item #16D 903/12/2019 EXECUTIVE SUMMARY Recommendation to accept a FY18-19 Federal Transit Administration (FTA) Section 5310 Grant award in the amount of $351,728, authorize necessary Budget Amendments, and approve the purchase of four (4) paratransit cutaway vehicles and four (4) radios and tablets using these funds. OBJECTIVE: To leverage federal and state grant funds to purchase four (4) replacement paratransit cutaway vehicles, radios, and tablets. CONSIDERATIONS: On December 12, 2017, the Board of County Commissioners (Board) approved the submittal of a FY18-19 FTA Section 5310 grant application for the purchase of four (4) replacement paratransit cutaway vehicles along with four (4) radios and tablets for those vehicles. On February 12, 2019, Collier Area Transit (CAT) received notification of award from the Florida Department of Transportation (FDOT). The paratransit system maintains a capital replacement schedule for vehicles recommended and scheduled for replacement by Fleet Management. The vehicles being considered for replacement have met FTA’s vehicle end of useful life criteria and are identified in the Vehicle Replacement Plan in the 2018 Transportation Disadvantaged Service Plan Major Update. These paratransit vehicles will be purchased in FY19 through the FDOT Vehicle Procurement Program (FVPP), a State of Florida contract, which assists transit agencies with technical assistance and guidelines for vehicle procurement. It also provides opportunities to procure certain transit vehicles at the lowest possible pric es using a combination of FY18-19 FTA Section 5310 grant funds and local matching funds. Each year, the FVPP assists transit agencies in purchasing transit vehicles in the most economical way possible. This procurement program is managed by the FDOT and administered by the Center for Urban Transportation Research (CUTR). The FVPP contract was authorized for use by the Board on September 8, 2015, (Agenda Item #16E5); this Board action authorized the County Manager to use State of Florida contracts, agreements, and price lists for the efficient purchase of goods and services for the delivery of public services, which is consistent with the County’s Purchasing Ordinance. The FTA Section 5310 Grant requires a ten percent (10%) local match. The County is required to write a purchase order equaling ten percent (10%) of the total cost of the vehicles, radios, and tablets. The remaining ninety percent (90%) of the total cost for the vehicles is covered by purchase orders written by FDOT using the awarded FTA FY18-19 Section 5310 grant funds. Matchings funds are available from FDOT ($1,590), auction proceeds ($26,032) and a transfer from TD Operating Fund 427 ($9,141). The transfer (427) is available from a combination of Project 31427 and Reserves supported by the annual General Fund (001) appropriation. Note that only the local match portion for vehicles of ten percent (10%) or ($33,583) is appropriated due to the mandated use of the 16.D.9 Packet Pg. 985 03/12/2019 FVPP in which FDOT pays the vendor directly for the federal and state match shares. Collier County is responsible for the required 10% match for the radios. ($1,590) GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote for Board action. -JAB RECOMMENDATION: To approve the FY18-19 FTA Section 5310 grant award and authorize the necessary Budget Amendments to use local funds for the required match for the purchase of four (4) expansion paratransit vehicles and four (4) radios and tablets.
