EXECUTIVE SUMMARY
Recommendation to approve “after-the-fact” amendments and attestation statements with the Area
Agency on Aging for Southwest Florida, Inc. (Agency), Community Care for the Elderly ,
Alzheimer’s Disease Initiative , and Home Care for the Elderly grant programs for Services for
Seniors and authorize Budget Amendments to reflect the final FY17/18 grant funding amount (Net
Fiscal impact $49,620.96).
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors (CCSS)
elderly clients.
CONSIDERATIONS: The Community and Human Services (CHS) Division’s Services for Seniors
Program has been providing support to Collier County’s frail and elderly citizens for over thirty (30)
years through the Community Care for the Elderly (CCE), Alzheimer Disease Initiative (ADI), and Home
Care for the Elderly (HCE) grant programs. These grants are funded by the Florida Department of Elder
Affairs (DOEA) through the Agency. The purpose of these grant funds is to enable clients to r emain in
their homes and live with independence and dignity.
On September 17, 2016, the Board of County Commissioners (Board) approved the current grant
contracts with the Agency (Agenda Item #16D14). The contracts have a one-year term, effective July 1,
2016 through June 30, 2017, with a three-year renewal option. The proposed amendment is the third (3rd)
amendment to the HCE contract and the second (2nd) amendment to the CCE & ADI contracts.
The purpose of these amendments is to amend CCE, ADI, and HCE final allocations for the FY2017-
2018 contract year. The Agency agrees to pay for contracted services in the amount of $906,985.15 for
the CCE Program, $404,357 for the ADI Program and $52,494.12 for the HCE Program. The stated
amounts represent an overall increase in funding for each grant program. The budget adjustments reflect
fluctuations in the case workers’ client load and client services that routinely result from the loss/addition
of clients and increase/decrease in client service needs. Reallocation and increases of funding will allow
Services for Seniors to provide case management and services based on current and projected program
needs. The effective dates of these amendments are the last date the amendments have been signed by
both parties.

**The HCE Basic Subsidy of $13,356 is to be retained by the grantor agency, and therefore is not
included within Collier County’s budget.

The Agency routinely sends CCSS amendments which require a 30-day turnaround time. This timeframe
makes it impossible to process the documents for the Board’s approval in the time requested by the
Agency. The amendments for the CCE, ADI, and HCE programs are being presented “after-the-fact”
because Collier County received the grant amendments on December 3, 2018 with an effective contract
date of the last day the amendment has been signed by both parties. Consequently, pursuant to CMA 5330
and Resolution No. 2018-202, the County Manager authorized the Public Services Department Head, to
sign the amendment. These amendments are being presented for Board ratification. Collier County, as the
Lead Agency, is responsible to respond to seniors’ needs and to manage the spending authority for the
Federal and State Funded Services for Seniors programs.
FISCAL IMPACT: Budget Amendments are required to recognize the actual grant revenue of
$1,363,836.27 for the SFY CCE, ADI, and HCE grant programs funded by the Florida Department of
Elder Affairs which reflects an increase of $46,473.27 in grant revenue and the required local match of
$3,147.69. The Actual budgets were previously approved. Funding will reside in Human Services Grant
Fund (707) Projects 33514 (CCE), 33515 (ADI), 33516 (HCE).
GROWTH MANAGEMENT: There is no Growth Management impact associated with this action.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
