EXECUTIVE SUMMARY
Recommendation to approve four (4) satisfactions of mortgage for the State Housing Initiatives
Partnership (SHIP) Loan Program in the amount of $39,544.95.
OBJECTIVE: To support the affordability of housing in Collier County through SH IP down payment,
emergency repair, and/or rehabilitation assistance programs.
CONSIDERATIONS: The SHIP Program, a state affordable housing program, provides assistance to
first-time home buyers for use toward a portion of the required down payment and eme rgency repairs to
the newly acquired home. As a condition of award, the homeowner must repay the assistance provided
upon sale, or loss of homestead exemption.
Community and Human Services (CHS) staff received payoff requests and three (3) payments for th e
properties listed below. In these cases the mortgages have been paid and the loans are satisfied.

*NOTE: The total amount stated on the mortgage was not dispersed to the client. Property owners are
required to pay the amount they received which is less that the amount stated on the mortgage.
**NOTE: The principal sum of $55,000 was never received by Edward Slansienski. As per policy, once
preliminary qualified, a mortgage was placed on the property. The property was later found to be
ineligible for the program and no funds were disbursed.
Approval of this Item will authorize the Chairman to sign the satisfactions of mortgage and the executed
documents shall be recorded in the Public Records of Collier County, Florida.
FISCAL IMPACT: The repaid amount of $39,544.95 satisfies the mortgage amounts due to the
recapture provision as noted above. The repayments are considered program income. $39,544.95 was
deposited in SHIP Grant Fund (791), Project 33569. Deposited funds will be used for eligible SHIP
activities. The $10 recording fee was paid by the parties.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval -JAB

GROWTH MANAGEMENT IMPACT: SHIP housing programs help the County meet some of the
goals and objectives of the Housing Element of the Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chair to sign the four (4) satisfactions of
mortgage for the State Housing Initiatives Partnership Loan Program in the amount of $39,544.95
