Agenda 03/12/2019 Item #16C303/12/2019 EXECUTIVE SUMMARY Recommendation to approve a Work Order in the amount of $287,500.84, pursuant to a Request for Quotation under Agreement No. 14-6213 to Quality Enterprises USA, Inc., for the “SCRWTP Acid System Modifications” (Project No. 71065). OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently by providing a compliant and reliable potable water system to Collier County Water-Sewer District customers. CONSIDERATIONS: The proposed scope of work for the “South County Regional Water Treatment Plant (SCRWTP) Technical Support Project Acid System Modification” is consistent with the FY2019 Budget approved by the Board of County Commissioners on September 20, 2018. The SCRWTP consists of two treatment processes: lime softening and reverse osmosis. Sulfuric acid is used in both processes and is stored in two 10,000-gallon bulk storage tanks, located within the reverse osmosis process building. This project is to modify and replace the existing acid piping and valves that connects the bulk tanks to the day tanks, and to install a new chemical feed system pump skid. The proposed chemical resistant Teflon tubing is easy to maintain and can be installed as a single piece to reduce points for potential leaks. Should a leak occur it would be captured in the new secondary containment Chlorinated Polyvinyl Chloride (CPVC) piping, and new secondary containment basins. CPVC piping can withstand higher temperatures and is more flexible than standard PVC piping. In addition, new ball valves, which are less prone to leaks, will replace the existing butterfly valves, and will be located above the new secondary containment basins. These modifications will improve safety and result in less maintenance. Staff distributed a Request for Quotation, “SCRWTP Acid System Modifications,” to four vendors, on the Fixed-Term Underground Utilities Agreement No. 14-6213. Of the four vendors notified, three submitted quotations by the November 29, 2018 deadline as summarized below. VENDOR QUOTE Quality Enterprises USA, Inc. $287,500.84 Douglas N Higgins, Inc. $427,450.00 Mitchell & Stark Construction Co., Inc. $445,899.00 One vendor did not submit a quote: Haskins, Inc. Staff determined the lowest quote is fair and reasonable, and recommends awarding the Work Order to Quality Enterprises USA, Inc. The low quote received is 69 percent higher than the engineer’s cost opinion, including allowance, which the design professional attributes to current market conditions, and the type of environment where the work will be performed. The low quote is also 33 percent less than the next lowest quote. In a letter dated December 27, 2018, the design professional, Jacobs Engineering Group, Inc., recommends award to Quality Enterprises USA, Inc., who has a sat isfactory performance record on previous, similar water utility related projects. The quote tabulation, chart, engineer’s letter of recommendation, and Work Order are all attached for review. Because there may be unforeseen conditions associated with the project, the solicitation incorporated an allowance of $15,000 to address undocumented infrastructure that may be encountered during construction. The price for any additional work that would utilize this allowance would be negotiated prior to commencement in accordance with the County’s Procurement Ordinance and the terms of the 16.C.3 Packet Pg. 821 03/12/2019 Agreement. FISCAL IMPACT: The source of funding is the Water User Fee Fund (412), Project 71065, SCRWTP Technical Support. The project is expected to be completed in 2019. There will be no change in operating costs. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To approve a Work Order in the amount of $287,500.84, pursuant to a Request for Quotation under Agreement No. 14-6213 to Quality Enterprises USA, Inc., for the “SCRWTP Acid System Modifications” (Project No. 71065) and authorize the Chairman to sign the attached Work Order.
