EXECUTIVE SUMMARY
Recommendation to approve the selection committee ranking for RPS No. 19-7494 for “Vanderbilt
Beach Road US41 to E of Goodlette 6 Lane Widening Project,” authorize staff to enter into
negotiations with the top ranked firm of Jacobs Engineering Group, Inc. and, if an agreement
cannot be reached with that firm, to continue negotiating with the remaining firms in ranked order
to obtain a proposed agreement. (Project No. 60199)
OBJECTIVE: To obtain the Board’s approval to enter into negotiations with Jacobs Engineering Group,
Inc. and, if an agreement cannot be reached with that firm, to continue negotiating with the remaining
firms in ranked order to obtain a proposed agreement.
CONSIDERATIONS: On October 15, 2018, the Procurement Services Division issued RPS No. 19-
7494, Vanderbilt Beach Road 6 Lane Widening Project. The County notified 15,055 firms, 104 firms
downloaded the bid information and staff received three (3) proposals by the November 12, 2018,
submission deadline. All three firms were found to be responsive and responsible. The Selection
Committee met on December 7, 2018, scored the proposals and shortlisted the below listed firms to
present oral presentations.
On January 17, 2019, the Selection Committee reconvened for the oral presentations and, following the
presentations, arrived at the below listed final ranking:

Staff is recommending that the Board direct staff to negotiate with the top ranked firm, Jacobs
Engineering Group, Inc. and, if an agreement cannot be reached with that firm, to continue negotiating
with the remaining firms in ranked order.
FISCAL IMPACT: Approval of this item does not result in a direct fiscal impact; however, the source
of funding for the future contract (subject to Board approval at a subsequent meeting) will be impact fees.
If impact fees are not available Gas Taxes could be used.
Approval of this item will not have an impact on operational and maintenance costs; however, the
completed project can be expected to have minimal to no maintenance costs within the first 5 to 7 years of
service for the new roadway features. Thereafter; maintenance cost for the roadway and stormwater
features will be absorbed into the regular maintenance schedule.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range
Transportation Plan and the Collier County Growth Management Plan.
RECOMMENDATION: To negotiate with the top ranked firm, Jacobs Engineering Group, Inc. for
RPS No. 19-7494 “Vanderbilt Beach Road 6 Lane Widening Project” and, if an agreement cannot be
reached with that firm, to continue negotiating with the remaining firms in ranked order, so that a
proposed agreement can be brought to the Board for consideration at a subsequent meeting.
