EXECUTIVE SUMMARY
Recommendation to amend Exhibit "A" to Resolution No. 2013-239, the list of Speed Limits on
County Maintained Roads, to re-establish the speed limit on White Boulevard, from approximately
600 feet west to 593 feet east of the Cypress Canal centerline, from thirty-five (35) miles per hour to
forty-five (45) miles per hour since a construction project has been completed and to add a thirty
(30) mile per hour speed limit for Rock Road to the list.
OBJECTIVE: To re-establish the speed limit within the construction project limits of the White
Boulevard over Cypress Canal Bridge Replacement Project (66066.10), approximately 600 feet west to
593 feet east of the Cypress Canal centerline, as construction is complete and to add a speed limit for
Rock Road to the list of Speed Limits on County Maintained Roads.
CONSIDERATIONS: The Board of County Commissioners (Board) approved the reduction of speed
limits on September 13, 2016 (Agenda Item 16A42). Now that construction is complete, the speed limit
can be re-established.
Staff recommends re-establishing the speed limit of 45mph for White Boulevard construction limits, as
the temporary construction speed limit of 35mph is no longer necessary and add the speed limit of 30mph
for Rock Road. The Sheriff’s Office was contacted regarding the recommendation to change the speed
limits and concurs with the recommendation of Traffic Engineering staff.
An additional amendment to Exhibit “A,” list of Speed Limits on County Maintained Roads, is required
to add Rock Road to the listing of roadways.
Pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as amended, and
Resolution Number 2013-239, the Board has the authority to establish and alter speed limits by means of
a resolution filed with the Clerk that creates a single comprehensive codification of all speed limits on
county-maintained roads. The Board may set speed zones where a change is reasonable and in
conformity to criteria promulgated by the Florida Department of Trans portation (FDOT). The criteria for
work zones must include consideration of existing and anticipated field conditions and is defined in the
“Speed Zoning for Highways, Roads and Streets in Florida”- (FDOT, Topic No. 750-010-002, Revised
2017). This manual was developed by the FDOT to promote uniformity in the establishment of state,
municipal and county speed zones throughout the State of Florida.
FISCAL IMPACT: There is no fiscal impact to the County. The construction contractor was
responsible for the installation of all speed limit signs and other work zone traffic control devices.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
LEGAL CONSIDERATIONS: The County Attorney has reviewed this item and approved it as to form
and legality. Majority support is required for approval. - JAK
RECOMMENDATION: That the Board accepts the recommendation, adopts the Resolution to increase
the speed limit within the designated section of White Boulevard over the Cypress Canal Bridge
Replacement project, adds the speed limit for Rock Road, and authorizes the Chairman to execute the
Resolution.
