EXECUTIVE SUMMARY
Recommendation to award Contract Number 18-7448, for “Verification Testing for Golden Gate
Boulevard Design-Build Phase II” to Johnson Engineering Inc., in the amount of $296,168, and
authorize the Chair to execute the attached agreement. (Project# 60145)
OBJECTIVE: To procure professional verification testing services to be performed during the
construction of Golden Gate Blvd Phase II road widening.
CONSIDERATIONS: On November 13, 2018, the Board of County Commissioners (Board) accepted
the selection committee’s ranking and authorized staff to negotiate a contract with the top ranked firm,
Johnson Engineering Inc. (“Johnson Engineering”), for verification testing services for the Golden Gate
Boulevard Phase II project.
In accordance with the Consultant’s Competitive Negotiation Act, Florida Statutes § 287.055, staff
negotiated and reached a proposed agreement with Johnson Engineering for verification testing services
in the amount of $296,168.00. Johnson Engineering will act as the owner’s representative for the
duration of the project for all verification testing required. Verification testing services will include
density testing, sampling of material, concrete testing, and requested miscellaneous support services.
Each of the requested services will be provided by Johnson Engineering working in cooperation with the
County and the County’s Construction Engineering Inspection team. These services are expected to be
completed by the middle of the year 2020.
FISCAL IMPACT: Funds in the amount of $296,168.00 are available in the Golden Gate Boulevard
Expansion Project (Project # 60145). The primary funding source is impact fees. Should impact fees not
be sufficient, the secondary funding source will be gas taxes. The completed project can be expected to
have the following maintenance impacts: Minimal to no maintenance costs are expected to be incurred
within the first five to seven years of service for the new roadway features and maintenance costs will be
absorbed into the regular maintenance schedule thereafter.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: The project has no impact on the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the award of Agreement
Number 18-7448 to Johnson Engineering Inc., for “Verification Testing for Golden Gate Boulevard
Design-Build Phase II,” and authorize the Chairman to sign the attached agreement.
