Should a hearing be held on this item, all participants are required to be sworn in. Recommendation to approve a Resolution renaming Breeze Court to Justins Way. The subject street is located south of Calusa Avenue, just west of Airport-Pulling Road, in Section 11, Township 50 South, Range 25 East, Collier County, Florida. [PL20180002683] OBJECTIVE: For the Board of County Commissioners to consider a Resolution to rename Breeze Court to Justins Way. CONSIDERATIONS: The petitioner, Steve Brooder, acting as both Executive Vice President and Chief Operating Officer of SMH Properties of Southwest Florida, Inc., owner of Tracts A and B as well as 22 of the 23 lots located within the Breeze of Calusa Subdivision, as recorded within Plat Book 59, Pages 16 and 17, has requested that Breeze Court be renamed to Justins Way and has satisfied the requirements for requesting such a street name change under Section 22, Article X, Collier County Code of Laws and Ordinances. The subject street is located entirely within Tract A, Breeze of Calusa subdivision (AKA: Justins Village). A petition in support of the proposed change, signed by at least sixty-six percent of the property owners abutting the street, is required to be submitted. In this case, the applicant has provided support from all but one of the 24 property owners (95.83 percent). A “supermajority vote of at least four affirmative votes, shall be required to effectuate the renaming of the street or roadway” (Section 22-357, Collier County Code of Laws and Ordinances). The road to be renamed is depicted on the attached exhibit. FISCAL IMPACT: Fiscal impact will be incurred in the form of staff time spent noting changes on plats by the Engineering Section, map changes by the GIS Section and address records by the Addressing Section; these impacts have been considered as part of the $500.00 review fee paid by the applicant. Fiscal impact to the Fire District, Sheriff, Post Office, Emergency Medical Services, the Emergency Operations Center, and 911 Emergency Services will be incurred in the form of costs to update records and maps. The Petitioner will bear the cost of purchasing and installing new street signs. GROWTH MANAGEMENT IMPACT: The renaming of the street will have no impact on the growth management plan. NEIGHBORHOOD INFORMATION MEETING: An advertised Neighborhood Information Meeting (NIM) was held at The Saint Matthew’s House Boardroom at 2601 Airport-Pulling Road, Naples, FL on November 29, 2018 at 5:30 PM. The applicant and County Staff were the only attendees. LEGAL CONSIDERATION: This is a request to change the name of a platted street, Breeze Court, to Justins Way. Pursuant to Section 22-358(a)(1) of the Collier County Code of Laws and Ordinances, a petition to rename a platted street requires that 1) the applicant must verify with the Addressing Section of the Collier County Growth Management Department that the proposed street name is not a duplication, and 2) applicant state the reason for the name change.
