EXECUTIVE SUMMARY
That the Board of County Commissioners, acting as the Community Redevelopment Agency Board
(CRAB), approve an Agreement with Florida Power and Light to install six streetlights along
Linwood Avenue in the Bayshore Gateway Triangle CRA and authorize the Chairman to sign.
OBJECTIVE: To improve public safety along Linwood Avenue between Commercial Drive and
Linwood Way within the Bayshore Gateway Triangle Community Redevelopment Area.
CONSIDERATIONS: At the June 2, 2018 meeting of the Bayshore Gateway Triangle Community
Redevelopment Area (BGTCRA) Advisory Board, the Board supported a request from Opera Naples to
review options to fund the installation of streetlights along Linwood Avenue between Commercial Drive
and Linwood Way to improve public safety. At the October 2, 2018 meeting, the Board recommended
supporting the funding of the lights. Staff has worked with Florida Power and Light (FPL) to determine
the appropriate fixtures (LED SL - Light Emitting Diodes Streetlights) and the costs associated with the
installation and draft the agreement.
Since the Linwood Avenue is not included in the Collier County Streetlighting District or any other
MSTU there is currently no other entity in place to coordinate the installation of the streetlights and fund
the charges due FPL.
The yearly cost for the six streetlights is estimated at $710. FPL will provide the fixtures and installation
at no cost to the BGTCRA provided the lights are in place for ten years. If the BGTCRA terminates the
agreement earlier, the BGTCRA will be responsible for a prorated cost associated with FPL’s installation.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
FISCAL IMPACT: The FY19 Bayshore Gateway Triangle CRA Fund (187) budget provides sufficient
funding to support the agreement.
GROWTH MANAGEMENT IMPACT: The improvements to public safety will further the goals,
objectives and policies outlined in the Future Land Use Element fo r the Bayshore Gateway Triangle
Redevelopment Overlay.
ADVISORY COMMITTEE RECOMMENDATIONS: At the October 2, 2018 meeting, the CRA
Board voted unanimously to recommended supporting the funding of the lights.
RECOMMENDATION: That the Board of County Commissioners, acting as the Community
Redevelopment Agency Board (CRAB), approve an Agreement with Florida Power and Light to install
six streetlights along Linwood Avenue in the Bayshore Gateway Triangle CRA and authorize the
Chairman to sign.
