PROCLAMATION
WHEREAS, since 1976, Stephen B. Russell has served the citizens of Charlotte,
Collier, Hendry, Glades and Lee Counties as a dedicated and focused
prosecutor with the Office of the State Attorney, Twentieth Judicial
Circuit, prosecuting more than 2,000 criminal cases and supervising the
prosecution of tens of thousands more; and,
WHEREAS, Stephen B. Russell's "victims first" attitude and tenacious support of law
enforcement were rewarded in September 2002 when voters elected him
as the State Attorney for the 20th Judicial Circuit, and then reelected
him time-and-time again, until his retirement in 2018; and,
WHEREAS, under his direction, the State Attorney's Office unfailingly supported
strong and effective mental health and drug courts, Veteran's Courts,
diversion programs, vigorously prosecuted elder exploitation crimes, and
challenged the scourge of human trafficking; and,
WHEREAS, under Stephen B. Russell's leadership, our five-county circuit enjoys the
lowest crime rate of all the 20 judicial circuits, including violent crime, in
the State of Florida.
NOW THEREFORE, the Board of County Commissioners of Collier County, Florida,
wishes to express its recognition and respect for the invaluable
contributions that Stephen B. Russell has made to our community.
