EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact one-time Budget Amendment in the amount of $500
for a cumulative grant total of $55,022 for the operation of the Collier County Retired and Senior
Volunteer Program (RSVP) from the Corporation for National and Community Services (CNCS)
and authorize staff to electronically submit the authorization, assurances, and certifications.
OBJECTIVE: To continue to provide uninterrupted operation of the RSVP grant program for the
benefit of Collier County’s non-profit agencies.
CONSIDERATIONS: The RSVP program places senior volunteers in various non-profit organizations
and County agencies to provide support and community service. This project, which is 70% sponsored by
the CNCS, is administered by the Collier County Community and Human Services Division (CHS).
The Board of County Commissioners (Board) approved a three-year (3) grant from CNCS for the RSVP
Grant Program, at the June 26, 2018 Board Meeting. The total grant funding received over the three-year
period will be $163,566.
CHS was notified by CNCS that the grant is eligible for an additional one-time augmentation of $500.
These funds will not permanently increase federal funding, but will support Collier County’s participation
in CNCS’s new National Service Criminal History Check (NSCHC) requirements. To address high rates
of noncompliance with NSCHC, CNCS has identified two (2) vendors to perform all background checks
and is requiring all grantees and subgrantees to use these vendors to meet the grant requirements.
One vendor, Fieldprint, will provide FBI fingerprint-based checks, the adjudication recommendations on
the results of those checks, and record maintenance to ensure grant compliance. The other vendor,
Truescreen, will provide State and National Sex Offender Public Website checks, state criminal history
checks, research source-level documentation when needed, make adjudication recommendations,
facilitate compliance with the Fair Credit Reporting Act including pre -adverse/adverse action notices,
provide time records of relevant compliance steps like adjudication, and maintain records.
The approval of these additional funds is required to be accepted in e -grants on or before December 17,
2018, thus requiring staff to proceed with an after-the-fact approval. The County Manager approved the
after-the-fact submission to CNCS on December 13, 2018.

FISCAL IMPACT: A Budget Amendment is needed to include the acceptance of the one-time fund
augmentation of $500. Accepting this additional funding will not result in an increase in the required

grantee share match amount. Funding will reside in Human Services Grant Funds (707), Project 33571.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
RECOMMENDATION: To approve an after-the-fact one-time Budget Amendment in the amount of
$500 making the first-year grant a total of $55,022 for the operation of the Collier County RSVP from the
CNCS and authorize staff to electronically submit the authorization, assurances, and certifications.

Through this letter, I am pleased to notify you that your grant, referenced above, is eligible to receive a One-Time CHC
Surge Augmentation of $500.00 in federal funds this year. These funds are in addition to your 2018 annual federal base
funding. They will not permanently increase your federal funding in future grant years.
The purpose of this augmentation is to support your participation in the One-Time CHC Surge Augmentation. Full
guidance on the purpose and permissible uses of this augmentation are available at
https://www.nationalservice.gov/programs/senior-corps/manage-senior-corps-grants/one-time-chc-
surge-augmentation-senior-corps.
As noted at the link above, Senior Corps has approved waivers to the following requirements:
For all grant programs: Accepting these funds will not result in an increase in the required match amount (also
known as the grantee share, or non-federal share of the award). (45 CFR 2551.92, 45 CFR 2552.92, 45 CFR
2553.72)
For all grant programs: Accepting these funds will not result in an increase in the number of VSYs or
unduplicated volunteers required to be programmed in work plans asso ciated with National Performance
Measure outputs or outcomes.
For the FGP and SCP Programs: Accepting these funds will not result in an increase in the amount of funding that
grantee must spend to the direct benefit of the volunteer (also known as the Dire ct Benefit Ratio rule or 80/20
rule). (45 CFR 2551.92, 45 CFR 2552.92)
Once accepted, these augmentation funds must be used within your current budget period.
In order to enable CNCS to award funds to your organization in a timely manner, you must complete the following
steps by December 17, 2018:
1) Access the grant amendment application that has been created for you . To expedite this process, an amendment
application has already been created for you and has been has been returned to you in eGrants. To locate and edit
the amendment application:

b. From the eGrants homepage, under “View My Grants/Applications,” locate and click on “1 Grantee Edit
before PO cert”.
2) Modify your budget to reflect your baseline funding plus the augmentation amount
a. Once you have located the amendment application, click on “Edit.”
b. On the left side of the screen, select “Budget Section I.”
c. Edit the amounts in the Criminal Background Check line of the Other Volunteer Support Costs category to
include the additional funds
3) Complete the Authorization, Assurances, and Certifications
The person who electronically signs these 3 items by clicking “I Agree” must be authorized by your agency to do
so. Usually, this person is the Executive Director or CEO. It generally should not be the Project Director. The
correct person must be logged in under his/her own account before pressing “I Agree.”
4) Re-submit the application
Once the authorization, assurances and certifications are complete, please click on “Return application to PO”.
5) Please re-submit the amended grant application in eGrants by no later than December 17, 2018.
