Agenda 01/22/2019 Item #16C301/22/2019 EXECUTIVE SUMMARY Recommendation to authorize the necessary budget amendments to purchase utility pipe, valves and fittings in advance of the “Northeast Service Area Interim Wastewater Treatment Plant, Storage Tanks and Associated Pipelines Project" (Project No. 70194). OBJECTIVE: To remain in compliance and meet the demand throughout the wastewater collections and treatment systems. CONSIDERATIONS: On September 11, 2018, the Board of County Commissioners (Board) adopted a resolution to expand the Collier County Water-Sewer District’s Service Area to coincide with the unincorporated area permitted by Chapter 2003-353, Laws of Florida. In response to the expanded service area and development needs, on August 21, 2018, the Procurement Services Division released notices for Request for Professional Services (RPS), Step 1, 18-7474 Design- Build Northeast Service Area Interim Wastewater Treatment Plant, Storage Tanks and Associated Pipelines. Step 2 concluded with final ranking as presented to the Board as a separate item on the January 22, 2019 Agenda. Staff will be taking a Reimbursement Resolution to the Board on February 12, 2019 to reimburse the user fees being used for the pre-purchase from Revenue Bond proceeds which is anticipated to close in April 2019. On February 26, 2019, Staff plans to return to the Board with a recommended award. On February 14, 2017, as Agenda Item 11C, the Board awarded Contract No. 16-6622 for the design of the Big Corkscrew Island Regional Park (BCIRP), Phase 1. Six pipelines serving short and long term utility needs run through the BCIRP property. These pipelines need to be constructed in advance of the BCIRP project to avoid impacting the park in the future. In order to accelerate utility construction within the BCIRP boundaries, this budget amendment is required to purchase $4,694,143 of water, wastewater and irrigation quality water pipe, valves and fittings in advance of awarding the northeast service area utility project. Lead times for these materials range from 10 to 14 weeks, so pre-purchasing them accelerates pipeline completion within the BCIRP boundaries by at least six weeks. In addition, pre-purchasing these materials will save approximately $328,000 in sales tax. Staff intends to pursue separate competitive procurement upon budget amendment approval in accordance with the Procurement Ordinance. Public Utilities, Facilities and Parks & Recreation have been coordinating project schedules. These advance purchases are necessary to meet park construction timelines. As a worst-case scenario, even if developers did not move forward as planned and the utility project was deferred, constructing the pipelines within the BCIRP boundaries would still be necessary to avoid future conflict. FISCAL IMPACT: A budget amendment in the amount of $3,830,000 is required to reallocate funds within the Water (User Fee) Capital Project Fund 412. A second budget amendment in the amount of $950,000 is required to reallocate funds within the Wastewater (User Fee) Capital Projects Fund 414. Once the District receives the Revenue Bond Proceeds sometime in April 2019, the purchase orders and expenses incurred in both the Water and Wastewater Capital Project Funds 412 and 414 for the above purchases will be moved to the County Water and Wastewater Capital Projects Fund 415. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance 16.C.3 Packet Pg. 729 01/22/2019 with all regulatory programs.
