EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment to reallocate existing funding from Personal
Services to Operating Expenses to provide technical assistance to Everglades City as the City’s
consultant regarding management of the Everglades City Utility System.
OBJECTIVE: To provide technical assistance to the City of Everglades City (the “City”) as City’s
consultant regarding the management of the utility system and reallocate existing funding to align with
technical assistance needs.
CONSIDERATIONS: At the September 11, 2018 Board of County Commissioners (“Board”) meeting,
as Agenda Item 16C11, the Board authorized staff to provide requested technical assistance and approved
supplemental funding up to $300,000. Funding was split between Personal Services ($200,000) and
Operating Expenses ($100,000).
Currently, technical assistance needs are anticipated to be fulfilled using contractual services in Operating
Expenses instead of Personal Services.
FISCAL IMPACT: There is no additional fiscal impact. This request reallocates existing funding from
Personal Services to Operating Expenses within the same fund and cost center to align with technical
assistance needs.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board authorizes the necessary budget amendment to reallocate
existing funding from Personal Services to Operating Expenses to align with technical assistance needs.
