EXECUTIVE SUMMARY
Recommendation that the Board, acting as the Community Redevelopment Agency Board (CRAB),
approve and authorize the Chairman to sign First Amendment to Commercial Building
Improvement Grant Agreement between the Community Redevelopment Agency and Tennessee
Jed, LLC and Robert March d/b/a Harborside Animal Clinic correcting the Scrivener’s error
identified in the original agreement approved June 12, 2018 by changing the project completion
dates to June 11, 2019.
OBJECTIVE: To correct the Scrivener's error identified in the original agreement approved June12,
2018.
CONSIDERATIONS: During the reimbursement review process of the Commercial Building
Improvement Grant (CBIG) Agreement staff noticed the project completion dates in the origi nal
agreement were incorrect. (January 1, 2019 and October 25, 2019). Grant guidelines provide for 12
months to complete the projects. This action will correct the project completion dates to June 11, 2019.
This new agreement will correct the error prior to submitting to Finance for reimbursement.
FISCAL IMPACT: Sufficient funds are available in the Bayshore CRA Fund (187) to support the grant
of $30,000 in the FY19 approved budget.
GROWTH MANAGEMENT IMPACT: The proposed improvements approved through the CBIG
program will further the goals, objectives and policies outlined in the future land use element for the
Bayshore Gateway Triangle Redevelopment Overlay.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for approval.- JAB
RECOMMENDATION: Recommendation that the Board of County Commissioners, acting as the
Community Redevelopment Agency Board (CRAB), approve and authorize the Chairman to sign the
First Amendment to Commercial Building Improvement Grant Agreement between the Community
Redevelopment Agency and Tennessee Jed, LLC and Robert March d/b/a/ Harborside Animal Clinic in
the amount of $30,000 for the property located at 2662 Davis Blvd., Naples, Florida 34104 located within
the Bayshore Gateway Triangle Community Redevelopment Area.

FIRST AMENDMENT TO GRANT AGREEMENT BETWEEN CRA AND GRANTEE
FOR COMMERCIAL BUILDING IMPROVEMENTS FOR
BAYSHORE GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT AREA
TillS FIRST AMENDMENT ("Amendment"), entered into this __ day of _______,, 2019,
by and between Collier County Community Redevelopment Agency (hereinafter referred to as "CRA") and
Tennessee Jed, LLC, and Robert March d/b/a Harborside Animal Clinic, (hereinafter referred to as "Grantee").
RECITALS:
WHEREAS, CRA and Grantee have previ5usly entered into a Grant Agreement for Commercial Building
Improvements for Bayshore Gateway Triangle Commuuity Redevelopment Area, dated June 12, 2018, hereinafter
referred to as the 'Grant Agreement', attached hereto as Exhibit "A";
WHEREAS, the CRA and Grantee are desirous of amending the Grant Agreement to correct scriveJjfr' s
errors in certain dates· and ,.. --r �J. ... ·' .__ ·· ,, ' ,
NOW, THEREFORE, in consict.,ration :of the covenants and agreements provided within the Grant
Agreement, and Ten Dollars ($10.00) and other valuable consideration, the Parties agree as follows:
1.The foregoing Recitals are true and correct and are incorporated by reference herein;
2.Paragraph 4 is amended as follows:
Grantee agrees to complete the construction of the commercial building improvements by January 1, 2019
June 11, 2019. Grantee also agrees to fund at least 50% of the costs of the improvements. Grantee is
prohibited from paying contractors and/or venders with cash. All payments for approved projects must be
in the form of a check or credit card drawing on funds from Grantee's accounts. All receipts and invoices
must reconcile against payments.
3.Paragraph 8 is amended as follows:
Within forty-five (45) days after confirmation that the improvements were constructed pursuant to the
terms of the approved application, the Grantee shall be issued a check in the amount of the grant.
However, if the Grantee fails to make the improvements pursuant to the terms of the approved application,
or if the improvements are not completed by Oetelier 25, 2019 June 11, 2019, the grant shall be deemed
revoked and Grantee shall not be entitled to funding.
4.Except as expressly provided herein, the Grant Agreement remains in full force and effect according to the
terms and conditions contained therein, and said terms and conditions are applicable hereto except as
expressly provided otherwise herein.
