7. In most cases(some contracts are an exception),the original document and this routing slip SRT
should be provided to the County Attorney Office at the time the item is input into SIRE.
Some documents are time sensitive and require forwarding to Tallahassee within a certain
time frame or the BCC's actions are nullified. Be aware of your deadlines! _
8. The document was approved by the BCC on 1/08/2018 and all changes made during SRT
the meeting have been incorporated in the attached document. The County

RESOULUTION NO. 2019 - 0 5
A RESOLUTION OF THE COLLIER COUNTY BOARD OF
COMMISSIONERS IN SUPPORT OF ESTABLISHING A "COMPLETE
STREETS' POLICY IN FURTHERANCE OF THE GOALS, POLICIES
AND OBJECTIVES OF THE TRANSPORTATION ELEMENT OF THE
COUNTY'S COMPREHENSIVE PLAN.
WHEREAS, the term "complete streets" means roadways planned, designed, and
constructed to provide access to all users in a manner that promotes safe efficient movement of
people and goods, whether by car,truck,transit, assistive device, foot or bicycle; and
WHEREAS, in Collier County, from 2011 through 2016, there were 808 reported
crashes involving a pedestrian or bicyclist, which crashes resulted in 33 fatalities, 119 serious
injury crashes and 460 total injuries; and
WHEREAS, complete streets is a flexible, context sensitive, multi-modal approach that
implements safety and accessibility for all user of our roads, including pedestrians, bicyclists,
transit riders, motorists, commercial and emergency vehicles, and for people of all ages and
abilities; and
WHEREAS, complete streets mean that people can travel to and from their destinations
in a reasonable amount of time and in a safe, reliable, comfortable, convenient, affordable and
accessible manner using their chosen mode of transportation; and
WHEREAS, complete streets are important to building a comprehensive connected
transportation network;
WHEREAS, complete streets enhance safe walking and bicycling options for everyone,
including school-age children, in recognition of the national Safe Routes to Schools program;
and
WHEREAS, increasing active transportation (walking, bicycling, and mass transit) can
improve health and the U.S. Centers for Disease Control and Prevention recommends adoption
of a complete streets policy as a strategy to prevent obesity; and
WHEREAS, complete streets help build communities, reduce isolation, and allows for
aging in place; and
WHEREAS, complete streets encourage active transportation, which can enhance
destinations, ease traffic congestion, and stimulate the local economy; and

WHEREAS, nearly every roadway capital project since 2000 has included provisions for
all users including bicyclists,pedestrians and transit users; and
WHEREAS, County staff consistently coordinates with the Collier Metropolitan
Planning Organization's Bicycle and Pedestrian Advisory Committee to get input during
planning and design phases; and
WHEREAS, County staff holds public information meetings at key points throughout
roadway capital projects to get input from the public; and
WHEREAS, County staff in coordination with the Collier MPO staff completed four (4)
walkable community studies since 2010; and
WHEREAS, Florida Statutes §316.027, as amended, defines and protects "vulnerable
road user," which generally includes pedestrians, cyclists, persons in wheelchairs and other
similar more vulnerable persons using public right-of-way, crosswalks, streets and roadways;
and
WHEREAS, the Florida Department of Transportation has adopted a complete streets
policy;
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA:
Section 1. That the County Commission of Collier County hereby establishes a "complete
streets" policy in furtherance of the goals, policies and objectives in the County's
Comprehensive Plan.
Section 2. That the County shall continue to consider all users during the planning and
design of roadway capital projects, to create a connected network of facilities
accommodating all users.
Section 3. That, to the extent practical, the County will incorporate the goals and policies of
complete streets into the Transportation Element and continue to implement the
Growth Management Plan policies and LDC provisions that support complete
streets initiatives.
Section 4. That the County affirms that, to the extent practical, roadway reconstruction,
repaving and rehabilitation projects should consider all users consistent with the
requirements of the Transportation Element of the Growth Management Plan.
The County Manager is directed to work with appropriate staff to develop a
program during the review and in the developing of a roadway capital program,
that considers the following:

a. Incorporation of the principles of complete streets into an interdisciplinary,
integrative, multimodal transportation program with implementation
guidelines
b. Address the needs of all users in the planning, design, and construction,
maintenance and operations of all street projects,where feasible.
c. Balance the needs of all transportation modes with community values, fiscal
constraint, public safety, environmental protection and historic preservation,
where feasible.
d. Consider and develop design solutions that use a context-sensitive approach
using the latest and best management practices that connect land use and
transportation needs while remaining flexible to the unique circumstances of
different streets, where feasible.
e. Encourage staff professional development and training on multi-modal
transportation issues.
f. Continue to identify potential sources of funding for roadway improvements
in support of complete streets projects.
Section 5. That the County will support and encourage accommodations for all modes of
transportation during construction or non-emergency repair projects.
Section 6. That the County will encourage private development projects to apply complete
streets initiatives to their projects.
Section 7. That the County will support and encourage interagency coordination between
various agencies, such as the Florida Department of Transportation and other
local municipalities.
Section 8. This resolution shall take effect immediately upon adoption.

This Resolution Passed and duly adopted by the Collier County Board of County
Commissioners after majority vote on this 8th day of January 2019.
