Agenda 12/15/2009 Item #16G 2 Agenda Item No. 16G2 December 15, 2009 Page 1 of 22 .-- EXECUTIVE SUMMARY To approve and execnte a Site Improvement Grant Agreement(s) between the Collier County Community Redevelopment Agency and a Grant Applicant(s) within the Bayshore Gateway Triangle Commnnity Redevelopment area (2445 A-B Thomasson Drive). OBJECTIVE: To approve and execute a Site Improvement Grant Agreement(s) between the Collier County Community Redevelopment Agency (CRA) and a Grant Applicant(s) within the Bayshore Gateway Triangle Community Redevelopment area (2445 A-B Thomasson Drive). CONSIDERATIONS: The Community Redevelopment Agency's Site Improvement Grant Program is funded at a level that satisfies existing grant obligations from prior fiscal years and future grant opportunities. The purpose of the grant program is to provide an incentive to revitalize the area by providing a matching grant to encourage the private sector to upgrade/rehabilitate residential properties within the Redevelopment Area. The grant requires applicants to provide a project cost-match of at least 67% with remaining project dollars supported by Tax Increment dollars generated from the eRA District. For FY 10, a total of $170,000 is budgeted for all grant programs. From this allocation, $65,957.80 is committed and due to previously approved applicants upon satisfaction of all grant stipulations, leaving $ I 04,042.20 available for new projects. -- The Site Improvement Grant application (Exhibit A) submitted by William W. Abbott, owner of property located at 2445 A-B Thomasson Drive, Naples, Florida, 34112, was recommended for approval by the Bayshore Gateway Triangle Community Redevelopment Local Advisory Board. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney Office and is sufficient for Board consideration and approval. (STW) FISCAL IMPACT: Sufficient budget exists within the FY 10 Bayshore Gateway Triangle Fund (187) to satisfy this new grant application. This Site Improvement Grant may fund up to 33% of the applicant's project cost up to a ceiling of $8,000. This site improvement project totals $6,020.48 and the grant request is $1,986.76 which is 33'% ofthe estimated project cost. GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the Growth Management Plan states that redcvelopment plans may be developed for specific areas within the County, including the Bayshore Gateway Triangle CRA that may consider alternative land use plans, modifications to development standards, improvements to infrastructure and incentives to encourage redevelopment. RECOMMENDATION: That the CRA Board approves and authorizes for execution the Site Improvement Grant Agreement between the Community Redevelopment Agency and William W. Grantee acknowledges to the CRA that Grantee has received a copy of the Collier County Community Redevelopment Agency Commercial Building Improvement Grant Program Information and Application (hereinafter referred to as "Grant Program"), that Grantee has read the Grant Program, and that Grantee has had ample opportunity to discuss the Grant Program with Grantee's counselor advisor. Grantee further acknowledges to the CRA that Grantee understands and agrees to abide by all of the terms and conditions of the Grant Program. An immediate relative of Grantee shaU include mother, father, brother, sister, son. dauahter. aunt, uncle and cousin or family member by marriage to include mother-in-law, father-in-law, brother-in-law and sister-in- law. Grantee has verified that all contractors who have provided bids for the approved work are actively licensed by Collier County. Grantee acknowledges that the total grant award shaU not exceed the sum of lowest bids/price quotes for aU projects. Grant funds for work performed by contractors shaU only be disbursed upon verification that said contractors are actively licensed by Collier County. 7. Grantee agrees to obtain aU necessary permits and submit any required plans to the County's Community Development and Environmental Services Division. Upon completion of the work, Grantee shall submit to the CRA staff a Project Summary Report, two (2) 8 inch by 10 inch photos showing the improvements, a list of materials and construction techniques used, a list of architects and/or contractors, and any other information specific to the project or requested by the CRA staff. The CRA, through its staff, shall confirm that the Commercial Building Improvements were constructed pursuant to the terms of the application approved by the CRA. 8. Within forty-five (45) days after confirmation that the improvements were constructed pursuaut to the terms of the approved application, the Grautee shaU be issued a check in the amount of the grant.
