These activitics will benefit three (3) income-qualified households in Collier County. (Fiscal impact $178,142.75) OBJECTIVE: To authorize Disaster Recovery Initiative awards in excess of fifty-thousand dollars and authorize the Purchasing Director to issue purchase orders in excess of fifty- thousand dollars, for site preparation activities required to replace homes severely damaged by Hurricane Wilma. These activities will benefit three (3) income-qualified households in Collier County. (Fiscal impact $178,142.75) CONSIDERATIONS: On May 23, 2007 and April 8, 2008, Resolution No. 2007-144 and Resolution No. 2008-87, respectively, the Board of County Commissioners accepted federally- funded supplemental disaster recovery subgrant agreements with the Department of Commumity Affairs (DCA). .-- Subsequently, on May 22, 2008, agenda item 10F, the Board of County Commissioners approved the administrative plan for operation of the two aforementioned subgrants. Commonly referred to as the Disaster Rccovery Initiative (DR I), the goal of the progran1 is to rehabilitate hurricane impacted units, harden existing units from future stOl111 damage and demolish and replace those units damaged beyond repair. As detailed in the administrative plan, assistance awarded to individual homeowners is secured by a deferred payment loan. Such awards are limited to $175,000 for unit replacement projl~cts. Staff has qualified three (3) homeowners for patticipation in the DRI replacement program. As part of the replacement projects, site preparation activities are required. Housing and Human Services requested quotes from three (3) vendors. Following review of the quotes received, Idyll Construction, Inc. has been selected to provide the site preparation activities for the three (3) qualified homeowners. No general funds are associated with this request. GROWTH MANAGEMENT IMPACT: The Disaster Recovery Initiative is consistent with the goals and objectives of the Growth Management Plan's Housing Element. LEGAL CONSIDERA nONS: This item has been reviewed and approved by the County Attorney's Office.
