EXECUTIVE SUMMARY
Recommendation to provide after the fact approval by thc Board of County Commissioners
(BCC) for the submittal of the 2010 Continuum of Care (CoC) Grant application to the U.S.
Department of Housing and Urban Development (HUD) for CoC programs assisting and
benefiting the homeless population in Collier County.
OBJECTIVE: To receive after the fact BCC approval for the submittal of the 2010 Continuum of
Care (CoC) Grant application to the U.S. Dcpartmcnt of Housing and Urban Development (HUD) for
CoC programs assisting and benefiting the homeless population in Collier County.
CONSIDERATIONS: - On May 27, 2003, the Board of County Commissioners (BCC) gave
approval for the County to become the Lead Agency for the Continuum of Care Program in Collier
County to apply, on behalf of the County's social service agencies, for the annual Continuum of Care
(CoC) homeless assistance grant from HUD.
Collier County's Administrative Procedure CMA #5530 authorizes the County Manager to approve the
submittal of grant applications with subsequent Board of County Commissioners' action at the next
available Board meeting to ratify the approval as "afler-the-fact." The CoC application deadline to
HUD was November 25, 2009. A short prcparation timeframe and problems witb the HUD E-Snaps
website prevented this item from being placed on the agenda in suflicient time for BCC approval prior
to submission.
Included in this consolidated grant application are requests for three renewal projects. Collier County
is the applicant for these projects. Each project has a sponsor, and if aWilrded, will receive funding
from HUD through the Collier County Housing and Human Scrviccs Department.
The following is a summary of the projects proposed by each non-profit sponsor:

FISCAL IMPACT: The total grant request is $330,761. The total project cost is cxpected to be
$330,761. Collier County Housing and Human Services Department will be requesting $330,761 in
grant funds and the non-profits will contribute $69,725 in match funds. This grant application has no
effect on ad valorem or general fund dollars.

GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth Management
Plan.

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office.
It is legally sufficient for Board action. - CMG
