Agenda 12/15/2009 Item #16C 4 Agenda Item No. 16C4 December 15, 2009 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to award RFP 09-5201, an annual contract for Undcrground Utilities Supplies to Ferguson Waterworks, Inc. OBJECTIVE: The public purpose is to ensure reliable and fully compliant water, wastewater, and irrigation quality water services for our customers. This contract will enable staff to obtain these supplies and parts in an efticient, timely, and cost-effective manner to the benefit of rate payers. CONSIDERATIONS: As part of the ongoing cost-containment process, the Public Utilities Division continues to analyze all areas of greatest cost-improvement potential in order to ensure that it provides best value to its customers. One such cost containment area is the purchase of Utility supplies, which comprises approximately 4% of the Collier County Water Sewer District (CCWSD), Fund 408, operating expenses, or $1.4 million (FY201 0). This Request for Proposal (RFP) provides the underground utility supplies that the Public Utilities Division must purchase, store, and use for planned and emergency maintenance and repairs. The goal of this RFP is to obtain best value while successfully, compliantly, and reliably, producing and distributing potable water, collecting and treating wastewatcr, and producing and distributing irrigation quality water for our Utility customers. In order to ensure best value for our 'customers and to make certain that the Utility is not over- paying for thcse commodities, a task force was forn1ed earlier this year consisting of members from the Public Utilities Planning and Project Managcmcnt Dcpartmcnt, the Public Utilities Water and Wastewatcr Operations Departments, and the Purchasing Dcpartment. The primary goals were to analyze the impact that the utility supply purchases and life cycle costs have on the overall Utility budget, and to make certain that all possible mcthods are being employed to produce the highest potcntial for cost savings by implementing best value practices. In addition to cost, other requircments included: development of a vcndor managed inventory plan, provision for adequatc quantities and stock, and an on-linc ordcring system via an internet link. This contract may also be used to purchase Utility supplies and pmts for capital projccts as direct material purchase, after an evaluation of the cost benefit. The funds required will be budgeted under the Capital Improvement Projects approved by the Board of County Commissioners (Board). [n addition, due to the dynamic nature of the work done by Public Utilities, and other County dcpmtmcnts, thcrc will be timcs when it will bccome necessary to purchase itcms not specifically idcntificd or listed in the RFP. Staff is rcquesting approval by the Board of County Commissioners to purchase thcse unlistcd itcms under this contract. Anticipated orders for thc Public Utilities Division are consistent with the 2008 Water and Wastewater Mastcr Plan Updates adopted by the Board on .J une 24, 2008, as Agenda Items lOB and 10 C. This contract may be used by other County depmtmcnts as needed and as funding allows. On August 24,2009, RFP 09-5201 for Underground Utilities Supplies was postcd via electronic solicitation. Four responses wcre rcceived on the duc date of Septembcr 24, 2009. A Selection Committcc Meeting was held on October 6,2009. After review, ranking and discussion, by consensus of the members, Ferguson Waterworks, Inc. was recommended for contract negotiations and subsequent award. FISCAL IMPACT: The actual amount to be expended will be fully dependent on customer water, sewer, and irrigation quality water services demands. The anticipatcd costs are budgeted in the FY 2010 budget, approved by the Board on September 24,2009. Funds are available in the County Water and Sewer Operating Fund (408), which is funded through User Fees. Source of funds for supplies purchased for Capital Projects through this contract are Water User & Impact Fees (Fund 411 and 412), and Wastewater User and Impact Fees (Fund 413 and 414). Other departments may utilize this contract provided funds arc available. LEGAL CONSIDERATIONS: This itcm has been rcviewed and approved by the County Attorney's Office and is legally sufficient---JBW. GROWTH MANAGEMENT IMPACT: This award meets current Grow1h Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATIONS: That the Board of County Commissioners, as Ex-officio the Governing Board of the Collier County Water-Sewer District: 1. Award RFP 09-5201 for Underground Utilities Supplies to Ferguson Watcrworks Inc. 2. Authorize the Chairman to sign the standard, County Altomey approved contract documents.
