These properties, without intervention, may be abandoned, fall into disrepair, and occupied by vagrants resulting in a greater likelihood of crime and decreasing property values resulting in diminished funding for County services. It was recognized that traditional Code Enforcement methods wouid not effectively address the mounting foreclosures facing our community. A program, with a three pronged action plan, was developed. The National Association of Counties (NaCO) awarded Collier County Code Enforcement Department with an achievement award for the Blight Prevention Program. The Blight Prevention Program's three pronged action plan was to: . Develop five Community Task Force teams comprised of community members and agency representatives to discuss issues that may be occurring in their neighborhoods and to also identify "abandoned or problem properties" for initiation of a Code Enforcement case. . Establish a win/win relationship with the banking institutions and have banks abate Code violations, at their expense, prior to obtaining title to the property. The time frame from the filing of a lis pendens by a banking institution, to their taking titie, is averaging one and one-half years at the present time. Significant decay of a community can occur during this time. Since November of 2008. bankine institutions have expended more than one million dollars to abate more than 7S0 code violations in Collier County. . Coordinate with local agencies and community members to provide meet and greet opportunities and community dean-up events. A "meet and greet" with community members. precedes a clean-up event. Information on foreclosure issues, food. and health resources are shared with community members. The community members are also advised of the scheduied community clean-up event where dumpsters from Utilities are provided on a specified date/time/location for neighborhoods to get rid of iitter, discarded tires, landscape debris etc. at no cost. ..................present the award.
