Agenda 01/08/2019 Item #16C 801/08/2019 EXECUTIVE SUMMARY Recommendation to authorize the necessary budget amendments to reallocate Public Utilities Department wastewater capital project funds pending Hurricane Irma reimbursements from FEMA and the State of Florida. OBJECTIVE: To remain in compliance and meet the demand throughout the wastewater collections and treatment systems. CONSIDERATIONS: In FY2018, the Solid Waste Fund 474 borrowed $40.7 million from the Collier County Water-Sewer District (CCWSD) Water User Fee Fund 412 and Wastewater User Fee Fund 414 to finance the Hurricane Irma debris mission. Fund 412 provided $4 million, and Fund 414 provided $36.7 million. To date, the CCWSD has been reimbursed for $2.8 million. The CCWSD anticipates receiving the balance of $37.9 million in 2019 pending FEMA and State of Florida reimbursement. Until that time, the existing Fund 414 funds need to be reallocated to execute priority projects. Projects to benefit from the reallocated wastewater funding are: 70144 Force Main Transmission System Technical Support: The reallocated funds will be used to procure air release valves (ARVs) to replace failing ARVs in the Wastewater Collections system. Improperly functioning ARVs can lead to air accumulation in the pipeline, thereby reducing the capacity to transport wastewater. ($150,000 budget amendment) 70116 Goodlette IQ Water Main: The reallocated funds will provide materials needed to complete the 24” IQ water main along Goodlette-Frank Road. ($125,000 budget amendment) 70148 Water Reclamation Facilities Technical Support: The reallocated funds will provide updated variable frequency drives at various locations in the South County Water Reclamation Facility. ($111,000 budget amendment) 70206 MPS 321 Bypass: The reallocated funds will allow this project to progress to bidding and construction. With the installation of the bypass system, Wastewater Collections will be able to bypass wastewater flow around the wet well for cleaning and maintenance. ($160,000 budget amendment) 70227 Twin Eagles Community Pump Station and Force Main: The reallocated funds will provide materials needed to complete the 14” force main along 8th Street NW. ($50,000 budget amendment) The above projects will be procured separately in accordance with the County’s Procurement Ordinance. FISCAL IMPACT: A wastewater budget amendment in the total amount of $596,000 is required to reallocate funds within the Sewer Capital Projects Fund 414. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory programs. 16.C.8 Packet Pg. 1294 01/08/2019 RECOMMENDATION: To authorize the necessary budget amendments as set forth in the above Fiscal Impact section.
