EXECUTIVE SUMMARY
Recommendation to approve and authorize the County to utilize the monetary award received from
Florida Fish and Wildlife Conservation Commission (FWC) and the cost share by Collier County in
the total amount of $50,500, as future funding to retrofit commercial receptacles and/or to purchase
bear-resistant containers when they become commercially proven and available, and to authorize
all necessary Budget Amendments.
OBJECTIVE: To approve all necessary Budget Amendments to allocate the $50,500 for the purchase
and/or retrofitting of commercial or residential bear-resistant receptacles in accordance with Federal,
State, and local guidelines.
CONSIDERATIONS: On September 11, 2018, the Board ratified the approval of an after-the-fact grant
application from Florida Fish and Wildlife Conservation (FWC) to be administered by the Solid and
Hazardous Waste Management Division, authorized the acceptance of the grant and approved the cost
share minimum (Agenda Item 16.C.5).
Staff prepared a grant proposal and developed and implemented a pilot study in Service District 1 of
Collier County. Staff is currently setting up an additional pilot study to include Service Districts 1 and 2
of Collier County. On October 8, 2018, FWC notified Collier County of the award of the grant for a total
project amount of $50,500.
FISCAL IMPACT: Budget amendments are required to recognize grant revenue in the amount of
$45,000 within Solid Waste Grant Fund (475) Project 33592. This grant requires a match of 11% or
$5,500 budgeted within Solid Waste Match Fund (476) Project 33592. Local funding is supported by a
transfer from the Mandatory Collection Fund (473).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
LEGAL CONSIDERATIONS: This item does not raise any legal issue and requires a majority vote for
Board action. - JAB
RECOMMENDATION: To approve and authorize the monetary award received from FWC and
the cost share by Collier County in the total amount of $50,500, to purchase and/or retrofit bear-
resistant receptacles and authorize the necessary Budget Amendments.
