Agenda 01/08/2019 Item #16C 301/08/2019 EXECUTIVE SUMMARY Recommendation to approve a Work Order in the amount of $274,549.32, pursuant to a Request for Quotation under Agreement No. 14-6213 to Quality Enterprises USA, Inc., and to authorize the necessary budget amendment for the SCRWTP Surge Control System (Project No. 70136). OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently by providing a compliant and reliable potable water system to Collier County Water-Sewer District customers. CONSIDERATIONS: The proposed scope of work for the “South County Regional Water Treatment Plant (SCRWTP) - Surge Control System” (Project No. 70136), is consistent with the FY2019 Budget approved by the Board on September 20, 2018. The Collier County Water Division is committed to consistently providing potable water to its current and future customers at consistent pressures from the North and South County Regional Water Treatment Plants and remote pump stations. As the County’s water service area has increased in size, the water distribution system has experienced large pressure transients, that in some instances, resulted in pipe breaks, leaks and temporary service outages at various locations within the distribution system. An engineering analysis of the County’s distribution system has recommended installation of a hydro- pneumatic surge control system at the SCRWTP high service pump discharge to address the transients and improve the County’s service. The scope of work includes installation of a pressure vessel, controls, and anc illary equipment to dampen the inertial forces and equalize the flow after the high service pumps start up or if they lose power suddenly. The County direct purchased the surge tank and ancillary equipment in the amount of $152,900; resulting in saving contractor markup, and $9,174 in taxes. Staff distributed a Request for Quotation, “SCRWTP Surge Control System,” to four vendors on the Fixed-Term Underground Utilities Agreement No. 14-6213. Of the four vendors notified, three submitted quotations by the October 31, 2018 deadline as summarized below. VENDOR QUOTE Quality Enterprises USA, Inc. $274,549.32 Douglas N Higgins, Inc. $293,200.00 Mitchell & Stark Construction Co., Inc. $368,800.00 One vendor did not submit a quote: Haskins, Inc. Staff determined the lowest quote is fair and reasonable, and recommends awarding the Work Order to Quality Enterprises USA, Inc. Although the low quote received is 44 percent higher than the engineer’s cost opinion, including allowance, the overall total project cost (including equipment) is $78,075.68 (or 15%) lower than the design professional’s original estimate. In a letter dated December 10, 2018, the design professional, Carollo Engineers, Inc., recommends award to Quality Enterprises USA, Inc., who has a satisfactory performance record on previous, similar water utility related projects. The quote tabulation, chart, engineer’s letter of recommendation, and Work Order are all attached for review. Because there may be unforeseen conditions associated with the project, the solicitation incorporated an allowance of $18,000 to address undocumented infrastructure that may be encountered during construction. The price for any additional work that would utilize this allowance would be negotiated prior to commencement in accordance with the County’s Procurement Ordinance and the terms of the Agreement. 16.C.3 Packet Pg. 1121 01/08/2019 FISCAL IMPACT: The source of funding is the Water User Fee Fund (412). A budget amendment in the amount of $150,000 is required to reallocate funding from Project 70109 to Project 70136. The project is expected to be completed in 2019. Operation of the surge control system will have a negligible increase in operating costs. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To approve a Work Order in the amount of $274,549.32, pursuant to a Request for Quotation under Agreement No. 14-6213 to Quality Enterprises USA, Inc.; authorize the necessary budget amendment for the SCRWTP Surge Control System (Project No. 70136); and, authorize the Chairman to sign the attached Work Order.
