Backup Documents 12/11/2018 Item #11EOverview of State of Florida Model Floodplain Management Ordinance Floodplain Management Section Building Plan Review & Inspection Division December 11, 2018 National Flood Insurance Program •Collier County voluntarily participates in the NFIP •Agree to adopt flood maps •Adopt a floodplain management ordinance and comply with minimum regulations •Commitment to FEMA and the NFIP to maintain adequate regulations and procedures •Participation in NFIP qualifies the County for federal financial assistance, including: •Federally backed mortgages, loans, and grants •Federally backed flood insurance •Federal disaster relief •Community Rating System –Class 5 •Program incentivizes best management practices in the floodplain •Participation results in a 25% discount for a standard flood insurance policy and an average savings of $154 per standard policy •In total, Collier County policy holders save approximately $7.9 million dollars every year 2 Florida Building Code & State Model Ordinance •The FBC includes design and construction requirements for buildings in flood hazard areas •State model ordinance developed by Florida Division of Emergency Management and approved by FEMA •Model Ordinance is explicitly coordinated with FBC to avoid redundant and conflicting requirements •Model Ordinance recaptures and regulates buildings exempt from the FBC as required by NFIP 3 Overview of Local Provisions added to State Model Ordinance •Reduces construction design requirements for sheds, detached garages, and non-residential farm buildings on farms •Codifies current practices post Hurricane Irma including: Substantial Damage Appeals process, elevation of mechanical equipment, etc. •Allows Hearing Examiner to hear certain variance and administrative appeals 4 5 5 •Special section allows the federal, state, and local government to locate temporary housing in the flood hazard area •Provision required by FEMA •Consistent with Chapter 38 –Civil Emergencies •Floodplain Management permit required by FEMA •Permit is free of charge Specific Local Provision: Temporary Emergency Housing Specific Local Provision: Non-Conversion Agreement •Provides public awareness about construction design requirements •Reduces potential for un-authorized construction activity •Helps protect life and property •Applies to the following: •An enclosure below an elevated building •A crawl/underfloor space that are more than 5 feet in height •A detached structure that is not elevated and is larger than 120 square feet in area. •Required for new construction, substantial improvement, and alterations to enclosures •Recorded in the County’s public records •FEMA best management practice, with CRS points 6 Specific Local Provision: Manufactured Home Requirements •Addresses how additions and attachments are constructed and permitted •Requires replacement mechanical equipment to lowest floor or BFE, whichever is lower 7 Questions? 8
