Agenda 12/11/2018 Item #16H 112/11/2018 EXECUTIVE SUMMARY Recommendation to direct the County Manager to develop a proposal and submit an application requesting Community Development Block Grant (CDBG) funds to construct infrastructure improvements such as sidewalks and street lights to improve the safety of Broward Street, Texas Avenue, Carolina Avenue and Georgia Avenue, all located in Naples Manor, and authorize the Chairman to execute such application for timely submittal to Collier County’s Community and Human Services Division. OBJECTIVE: To fund infrastructure improvements that may prevent accidents on Broward Street, Texas Avenue, Carolina Avenue and Georgia Avenue in Naples Manor. CONSIDERATIONS: Broward Street, Texas Avenue, Carolina Avenue and Georgia Avenue are located in Naples Manor. These thoroughfares have direct connections to local schools. Over the past several years there have been accidents on these thoroughfares due to the high speed of vehicles. Sidewalks and street lights will relieve vehicular congestion and help make these areas safer for pedestrians. The HUD census tract data recognizes that 63.9% to 84.76% of the residents in this area have incomes that identify as low to moderate. A CDBG project on these streets would meet the National Objective of Benefitting low and moderate-income persons as at least 51% of the residents are LMI persons. In January 2019, the County’s Community and Human Services Division will be announcing the release of Community Development Block Grant (CDBG) FY 2019-2020 grant application cycle. Community Development Block Grant (CDBG) may be used for infrastructure improvements such as sidewalks and street lights in low income neighborhoods such as Naples Manor. This item is to direct the County Manager to have the appropriate staff division(s) develop a proposal and apply for CDBG funds for infrastructure improvements as well as any other improvements that may alleviate the safety concerns on Broward Street, Texas Avenue, Carolina Avenue and Georgia Avenue in Naples Manor. FISCAL IMPACT: There is no Fiscal Impact associated with applying for Community Development Block Grant funds. GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi -Modal Transportation Sub Section of the GMP.
