EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendments to reflect the estimated
funding for Calendar Year 2019 Older Americans Act (OAA) Programs in the amount of
$1,212,820.23 and the required match of $130,165.44.
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors’
frail, elderly clients.
CONSIDERATION: The OAA Programs are federal initiatives that provide assistance to older
persons and caregivers and are the only federally funded support services programs directed
solely toward improving the lives of older persons. These funds are received by Collier County
through the Area Agency on Aging of Southwest Florida, Inc.
The current Standard Contract for the OAA Programs will end on December 31, 2018.
Historically, the County’s Services for Seniors Program receives continuation funding awards from
the grantor agency during the latter part of December for the upcoming grant cycle. To avoid
disruption in services and ensure compliance with the grant service agreement requirements, the
upcoming funding has been estimated based on the FY18 allocation. When the agreement is
received any necessary Budget Amendments to reflect variation in the final allocations will be
prepared and presented to the Board of County Commissioners (Board).
Authorization of these Budget Amendments will reflect funding for PY2019 in the amount of
$1,342,985.67 (which includes required match) and authorize continued payment of expenditures
under the aforementioned programs. The OAA Programs require local matching funds in the
amount of 10% of the program.*

*Match amount equals the award divided by .9, then multiplied by 10%, per federal and State
calculation requirements.
GROWTH MANAGEMENT: There is no Growth Management impact.
FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue of
$1,212,820.23 for the PY 2019 OAA Program to Human Services Grant Fund (707), Projects 33598
(3B), 33599 (C1), 33600 (C2), 33601 (IIIE), and 33602 (NSIP). A Budget Amendment is also
necessary for a 10% local match in the amount of $130,165.44 available through prior year excess
revenue from Human Services Grant Fund (707) Reserves.
LEGAL CONSIDERATIONS: This Item does not raise any legal issues and requires a majority
