EXECUTIVE SUMMARY
Recommendation to approve a $529,692 Work Order under Request for Quotation No. 15-6469-4
to Wells & Water System, Inc., under Project Number 70085, “Acidification of Eight Production
Wells - Phase 2 Golden Gate Wellfield,” and authorize the necessary budget amendment.
OBJECTIVE: To complete well rehabilitation by performing well treatment (acidification) on existing
Tamiami wells in the Collier County Water-Sewer District (CCWSD) Golden Gate Wellfield.
CONSIDERATIONS: The proposed scope of work under Project No. 70085,
“Acidification/Conditioning of Eight Production Wells - Phase 2 Golden Gate Wellfield” is consistent
with the FY2019 Budget approved by the Board of County Commissioners on September 20, 2018.
The proposed project consists of injecting an acid solution into selected Tamiami production wells to
provide well bore rehabilitation and well yield improvements. The acid solution dissolves existing
mineral deposits within the well thereby improving well pumping efficiencies, reducing drawdowns, and
providing for higher water production rates.
The proposed well treatment (acidification) will provide needed rehabilitation of the existing wells,
thereby increasing the water pumping rate from each well to the North County Regional Water Treatment
Plant (NCRWTP) and South County Regional Water Treatment Plant (SCRWTP). Completing this well
rehabilitation will extend the useful life of these existing wells in lieu of constructing new wells.
The County issued Request for Quotation No. 15-6469-4, “Acidification of Eight Production Wells -
Phase 2,” on October 3, 2018 and distributed it to all vendors on the County’s Fixed-Term Well Testing,
Drilling, and Maintenance Contract No. 15-6469. Of the five vendors notified, two submitted quotations
by the October 16, 2018 deadline as summarized in the below table.

No quotes were received from Layne Christensen Company, Naples Well Drilling, Inc., or Youngquist
Brothers, Inc.
The quote specifications informed the respondents there may be unforeseen conditions associated with the
project. The quote amount incorporates $10,000 per well for owner-directed allowance for work related to
unforeseen conditions including, but not limited to, conflicts with existing facilities not reflected in record
drawings and modifications or repairs resulting from unforeseen utility work associated with this project.
The price for any needed additional work will be negotiated prior to commencement in accordance with
the County’s Procurement Ordinance and the terms of the agreement.
County staff determined the lowest bid to be fair and reasonable and recommends awarding the project to
Wells & Water Systems, Inc., the lowest responsive and qualified vendor. The bid received was 24
percent less than the engineer’s cost opinion. In its October 22, 2018 recommendation letter, the design
professional, Water Science Associates, recommends awarding the project to Wells & Water Systems,
Inc., who has a satisfactory performance and warranty record on previous, similar, utility-related projects.
FISCAL IMPACT: The source of funding is Water User Fees, Fund (412). A budget amendment in the
amount of $580,000 is required to reallocate funding from projects within Fund 412 to Project 70085. The
budget amendment is necessary to cover the construction cost ($529,692) and construction administration

services ($47,090). The project is expected to be completed in 2019.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
RECOMMENDATION: To approve a $529,692 Work Order under Request for Quotation No. 15-
6469-4 to Wells & Water Systems, Inc.; authorize the necessary budget amendment; and, authorize the
Chairman to sign the attached Work Order.

Dear Mr. Bullert:
Water Science Associates, Inc. has reviewed the contractor bids for the Lower Tamiami well acidifications
(Collier County RFQ 15-6469-4). Two contractors, Wells and Water Systems and All Webb’s Enterprises,
submitted their quotes for the project. The Contractors’ cost breakdown for each of the eight wells is provided
in the table below.

As noted in the table, Wells and Water Systems provided the lower of the two quotes received. The Wells
and Water Systems overall total was lower than All Webb’s overall total by about $33,000. Both the bidders
are qualified to perform the work elements described in the technical specifications that was part of the
referenced RFQ. Based on their qualifications, past successful work for the county on similar projects, and
apparent low bid, we recommend that the project be awarded to Wells and Water Systems.
Note that the Engineer’s Estimate to complete the scope of work was $694,400 for 8 wells, which was a
conservative estimate. The Contractor’s bids were within 6% of each other and the low bid was over 20%
below the engineer’s estimate suggesting consistent bidding between the contractors and specifications that
were understood and appropriately descriptive of the work.
