Agenda 12/11/2018 Item #16C 712/11/2018 EXECUTIVE SUMMARY Recommendation to approve a $245,909 Work Order under Request for Quotation No. 16-6663-1 to Bonness Inc., to construct the Pelican Marsh IQ Pump Station Site Improvements, which includes a new access driveway into the site, concrete steps and retaining wall, sidewalks surrounding the pump station, internal drainage improvements, leveling the pump station floor, and removal of exotic vegetation, and to authorize the necessary budget amendment (Project No. 70166). OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently by providing a compliant and reliable Irrigation Quality (IQ) water system for Collier County Water-Sewer District (CCWSD) customers. CONSIDERATIONS: The proposed scope of work for Project No. 70166, “Pelican Marsh IQ Pump Station Site Improvements,” is consistent with the FY2019 Budget approved by the Board of County Commissioners on September 20, 2018. The Pelican Marsh IQ Pump Station withdraws IQ water from a nearby pond and distributes it for irrigation of residential areas within Pelican Marsh and Tiburon. The pump station and its site have several deficiencies that impair efficient operation and worker safety. There is no stabilized access road to the site causing maintenance vehicles to get stuck in the “sugar sand” surrounding the station. A 5-foot embankment of uneven rocks must be traversed by foot to reach the pump station from the adjacent Pelican Marsh Community Development District parking lot. Water accumulates on the operating f loor of the station near high voltage electrical equipment posing an electrical safety hazard. The station concrete floor consists of two levels separated by a 2-inch step, which presents a tripping hazard. This request to issue a Work Order resolves those issues. To improve vehicular access, the scope of work includes site grading and installation of a 210-foot-long driveway to the pump station. A set of concrete steps and retaining wall will be built to avoid traversing the uneven rock embankmen t by foot when approaching the station. Fence and gate adjustments will be made to accommodate the new steps. Drains will be installed in the pump station operating floor to resolve the water issue. The uneven floor in the pump station will be leveled, eliminating the tripping hazard. A five-foot wide sidewalk will be built around the perimeter of the pump station. Finally, to comply with conditions of the Site Development Plan-Insubstantial Change (SDPI) approval, invasive vegetation along the northern border of the site will be removed. The County sent Request for Quotation No. 16-6663-1, “Pelican Marsh IQ Pump Station Site Improvements” to all qualified vendors under the County’s Fixed-Term Roadway Contract No. 16-6663. Three of the four vendors qualified under that Contract submitted quotations by the August 10, 2018 deadline- only Ajax Paving failed to submit a quote. All three quotations were found to be responsive and responsible. After review, staff is recommending award to the lowest responsible bidder, Bonness Inc. The quotations are summarized in the table below and in Attachments 1 and 2. VENDOR TOTAL QUOTED PRICE Bonness Inc. $245,909.00 Wright Construction $252,231.45 Preferred Materials $266,314.84 Bonness’ quote was 7 percent higher than the engineer’s adjusted cost opinion. All three quotes are 16.C.7 Packet Pg. 1772 12/11/2018 within 8 percent of each other, suggesting that the quotes are an accurate representation of market cost. In its letter dated November 28, 2018 (Attachment 3), the design professional, Stantec Consulting Services, Inc., explains why their cost opinion was initially low and subsequently adjusted. Stantec recommends awarding the contract to Bonness Inc., which has a satisfactory performance and warranty record on previous projects for Collier County. The quote amount incorporates an allowance of $15,000 for owner-directed work related to unforeseen conditions including, but not limited to, conflicts with existing facilities not reflected in record drawings, and modifications or repairs resulting from unforeseen work associated with this project. The compensation method for work done under the allowance will be determined by the owner at either unit price and/or time and materials, depending upon the nature of the work. The price for any needed additional work will be negotiated prior to commencement in accordance with the County’s Procurement Ordinance, the terms of Contract No. 16-6663, and will be reviewed by the engineer of record for cost reasonableness. FISCAL IMPACT: The source of funding is the Wastewater User Fee Fund 414. A budget amendment in the amount of $95,713.12 is required to re-allocate funding from Project No. 74401 to Project No. 70166. Upon completion of this project, operating costs at the Pelican Marsh IQ Pump Station are anticipated to remain the same or decrease. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, approves a $245,909 Work Order to Bonness Inc., under Request for Quotation No. 16-6663-1 for the “Pelican Marsh IQ Pump Station Site Improvements” (Project No. 70166), authorizes the necessary budget amendment, and authorizes the Chairman to sign and execute the attached Work Order. The bid tabulation, along with the current engineer’s estimate, is provided below for reference: Bidder Quote Total Ajax Paving Did Not Quote Bonness Inc $245,909.00 Preferred Materials, Inc. $266,314.84 Wright Contracting $252,231.45 Engineer’s Opinion of Probable Cost $164,885.65 A detailed understanding of the deviations between the estimate and bids cannot be performed as this project was bid as lump sum, and therefore unit costs were not provided. However, factors affecting the bid prices may include limited competition associated with the prequalified vendor list and increasing construction costs associated with high demand for post hurricane labor force. The pool of responsive bidders is comprised of specialty paving contractors. This project, however includes site/civil and stormwater components, which may have also contributed to the bids being higher than expected. Stantec’s Construction Practice Lead performed an independent review of the Engineer’s Opinion of Probable Cost and has made the following comments: • Concrete and formwork related items such as the: thickened edge concrete sidewalk, concrete steps, concrete ribbon, reinforced gravity wall, and GravelPave system were low considering local market conditions by approximately $60,000. • Additional minor site work items such as the aluminum handrails and bollards with plastic covers were low by approximately $3,000. 16.C.7.c Packet Pg. 1778 Attachment: Attachment 3 Engineers Letter Rev. Page 2 of 2 Reference: Pelican Marsh IQ Pump Station Site Improvements – Award Recommendation Response • The final scope of the exotic vegetation removal was defined during the bidding process after the estimate was prepared. Quotes estimate the current estimate to be low by approximately $2,000. • The above items increase the original Engineer’s Opinion of Probable Cost to approximately $230,000. All three bids were within 8% of each other, with the lowest bid valid and reasonable. Based upon the information above, Stantec recommends the award of the contract to Bonness Inc. in the amount of $245,909.00.
