Agenda 12/11/2018 Item #16A2012/11/2018 EXECUTIVE SUMMARY Recommendation to approve the expenditure $49,698 to provide professional engineering services From Humiston and Moore Engineers to develop a conceptual plan that provides temporary shallow draft boat access into Vanderbilt Lagoon via Water Turkey Bay and authorize necessary Budget Amendments. OBJECTIVE: To provide professional engineering services to develop the preliminary design, state and federal permitting, opinion of costs, technical specifications, construction plans and an updat ed survey required to provide temporary shallow draft boat access into Vanderbilt Lagoon via Water Turkey Bay. CONSIDERATIONS: The Water Turkey Bay Channel branching south from the Wiggins Pass channel and leading to Vanderbilt Lagoon is essentially impassable in three locations and requires some level of dredging. At the October 23, 2018 Board of County Commissioners (Board) meeting (item 11F), the Board approved unanimously (5-0) a plan to provide temporary shallow draft boat access to the Vanderbilt lagoon. Provide temporary shallow draft boat access will including the following tasks: Work with State and Federal agencies to obtain emergency permits to dredge the three locations that are currently impassable. Survey the channel to determine if beach-quality sand exists, dewatering/disposal methods, quantity, and location of material to be removed along with a conceptual cost estimate. Conduct an independent professional evaluation of available assessment methodologies for the establishment of a Municipal Services Benefit Unit (MSBU) as a long-term revenue source for the continued maintenance of the channel. Develop a dredging plan that only removes material in the three impassable locations with the expectation that this is a temporary solution and will need to be funded by an MSBU maintenance plan. Consistent with past practices, benefitting property owners are responsible for the cost of dredging inland water bodies that serve them. Accordingly, project expenses would be funded or reimbursed by a County directed Vanderbilt Waterways MSBU. To expedite the project, an internal County loan for engineering services would be provided. Funding of the dredging work could be provided by internal or external financing. FISCAL IMPACT: On October 23, 2018 the Board authorized an advance from Unincorporated Area General Fund reserves in the amount of $50,000 to fund this study. This advance will be repaid by the MSBU after its formation. Staff will create the appropriate account structure and process all necessary budget amendments. Grant funds are not expected to be used on this expenditure. ADVISORY COMMITTEE RECOMMENDATIONS: This item went to the Coastal Advisory Committee (CAC) on September 13, 2018, as a staff report. This item will come out of the General Fund, and Tourist Development funds are not required for approval. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK 16.A.20 Packet Pg. 1307 12/11/2018 RECOMMENDATION: To approve the expenditure of $49,698 to provide professional engineering services From Humiston and Moore Engineers to develop a conceptual plan that provides temporary shallow draft boat access into Vanderbilt Lagoon via Water Turkey Bay and au thorize necessary Budget Amendments.
