Agenda 12/11/2018 Item #16A1712/11/2018 EXECUTIVE SUMMARY Recommendation to approve the electronic submission of a Safe Routes to School application with the Florida Department of Transportation in the amount of $761,514.74 to fund the design and construction of a sidewalk along Linwood Avenue to Shadowlawn Elementary School with a local contribution of $89,942.69 for construction engineering and inspection. OBJECTIVE: To provide safe pathways for our children and families to walk and bike in East Naples. CONSIDERATIONS: Florida's Safe Routes to School (SRTS) program's goal is to enable and encourage children in grades Kindergarten through High School to walk and bike to school. SRTS programs strive to make walking and biking to school safer and more appealing and to facilitate the planning, development, and implementation of projects that will improve safety and reduce traffic, fuel consumption, and improve air quality in the vicinity of schools. In addition to encouraging more children to walk or bike to school, the program also seeks to address the safety needs of children already walking or biking in less than ideal conditions. On September 1, 2018, the Florida Department of Transportation (FDOT) announced a call for applications for the SRTS program in Florida. All applications must be submitted to the local FDOT office by January 31, 2019. FDOT will select SRTS infrastructure projects which directly support increased safety and convenience for students and achieve the program's goals. In partnership with the Collier County Public School (CCPS), staff has identified a sidewalk location in close proximity to Shadowlawn Elementary School. The location is Linwood Avenue from Airport- Pulling Road to Linwood Way, in East Naples. The project consists of the construction of a 6 -foot wide sidewalk for approximately 0.52 miles. Children walk and bike along Linwood Avenue to attend Shadowlawn Elementary School. Linwood Avenue is a heavily traveled street and frequently used as a 'cut through' to avoid the traffic along Davis Boulevard, East Tamiami Trail and Airport-Pulling Road. Often the children must compete with the large delivery trucks and work trucks that travel this street. In 2009, the Bayshore CRA and the County installed stormwater improvements in the Gateway Triangle Area, including along Linwood Avenue. Since the stormwater infrastructure is currently in place and the cost of the sidewalk on the north side of the street will be reduced. The grant does not require a match; however, because the construction engineering and inspecti on (CEI) portion of the project is not an eligible cost under this grant, the County will provide a local contribution in the amount of $89,942.69 to cover CEI costs. This project is supported by the Collier County Sheriff's Office, the Collier Metropolitan Planning Organization (MPO), CCPS, the Shadowlawn Elementary School Principal, the Community Traffic Safety Team and the Blue Zones. Letters of support from these agencies will be included in the application. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. - JAB FISCAL IMPACT: Should Collier County receive funding from FDOT for the proposed project, funding would be awarded in the amount of $761,514.74 ($89,942.69 for design and $671,572.05 for construction). Total cost of the project is $851,457.43 which includes an additional local contribution of $89,942.69 to cover CEI costs (estimated to be 15% of the $599,617.90 construction cost). The local contribution would be obtained by reallocating Unincorporated General Fund (111) transfers within the 16.A.17 Packet Pg. 1198 12/11/2018 Growth Management Capital Improvement Fund (310). Source of funds is ad valorem. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi-Modal Transportation Sub Section of the GMP.
