Agenda 12/11/2018 Item #16A 812/11/2018 EXECUTIVE SUMMARY Recommendation to receive and approve the Collier County Floodplain Management Plan 2017 Progress Report and Proposed Action Plan for 2018 and 2019, which includes a 1.5 feet rate of sea level rise by 2060 planning standard to be adopted in the Floodplain Management Plan. OBJECTIVE: To provide the Board of County Commissioners (Board) with a Progress Report on the Collier County Floodplain Management Plan that was developed as a requirement of the County’s participation in the National Flood Insurance Program’s Community Rating System. Staff is providing this annual report to keep the Board informed of progress with regards to floodplain management within the County. CONSIDERATIONS: 2017 Progress Report and Proposed Action Plans for 2018 and 2019 Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program (NFIP). As such, the County has developed and maintains a Floodplain Management Plan. The purpose of a Floodplain Management Plan is to promote awareness of floodplain and flooding issues, identify known flood hazards, discuss past flooding events, assess the current floodplain/flooding problems, and set goals along with a strategy to make the community more resistant to flooding. The County adopted its effective Floodplain Management Plan on March 10, 2015. The Plan was developed by a consultant under the guidance of the Floodplain Management Planning Committee and was adopted as a component of the Local Mitigation Strategy. The Floodplain Management Plan must be updated every five years. The next update is scheduled for 2019-2020. Collier County achieved a Community Rating System Class 5 rating in October 2015, which provides up to a 25 percent discount on the premium rates charged to flood insurance policyholders. Because of this rating, Collier County policyholders save roughly $7.9 million annually for approximately 70,000 flood insurance policies across the County. As a part of the County’s annual Community Rating System recertification, the County is required to provide a Progress Report on the accomplishments of goals in the Floodplain Management Plan. The Collier County Floodplain Management Plan 2017 Progress Report illustrates the progress made toward fulfilling the 2017 Mitigation Action Items which were derived from the goals, objectives, and policies of the effective Floodplain Management Plan. Please see Attachment 1 for details regarding the progress made in achieving each mitigation action item. The progress report historically has been reviewed by the Floodplain Management Planning Committee in the 2nd quarter of the year. However, due to CRS verification visit and the recertification cycle modifications, the Progress Report review was conducted in the 4th quarter of the year. There are no changes to the proposed Action Plan for 2018 or 2019. Please see Attachment two for the proposed Action Plan for 2018 and 2019. The Floodplain Management Planning Committee reviewed and approved this Executive Summary and corresponding Attachments on November 14, 2018. Update regarding the rate of sea level rise adopted in the Floodplain Management Plan The Floodplain Management Plan includes a section on the rate of sea level rise for Collier County. The rate of rise was based on U.S Army Corps of Engineers data. The accuracy of this figure is very important as it establishes a minimum standard for planning capital projects and other activities and is the only locally adopted metric related to sea level rise projections at this time. However, an error in the rate of 16.A.8 Packet Pg. 1007 12/11/2018 rise calculation was identified by staff in 2017. Following this finding, staff worked cooperatively with Climate Central and professors from Florida Gulf Coast University and the University of Florida to correct and update the rate of rise to 1.5 ft by 2060. On October 10, 2017, this information was presented to the Board for concurrence and direction to update the rate of sea level rise. The revised metric of 1.5 feet by 2060 is consistent with the range being used in the NOAA study for the same time period. Staff is continuing to work through the established process to update the rate of sea level rise in the Floodplain Management Plan. FISCAL IMPACT: There are no fiscal impacts associated with this action. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board: 1) receives and approves the Collier County Floodplain Management Plan 2017 Progress Report; 2) approves the proposed Action Plan for 2018 and 2019 and directs the County Manager or designee to insert it into the effective Floodplain Mana gement Plan; and 3) approves the update regarding the 1.5' rate of sea level rise by 2060 to be adopted in the Floodplain Management Plan. NPDES activities include education to all sectors of the public. In 2014, an alternate source of funding to adequately fund stormwater management related initiatives and operations was begun. An Ordinance was drafted to create the Stormwater Utility and on April 10, 2018, the Board of The Stormwater Utility plan decision has been deferred by the BCC.
