Agenda 12/11/2018 Item #11H12/11/2018 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid No. 18-7305, “Master Pump Station 306" (Project Number 70237), to PWC Joint Venture LLC, in the amount of $10,719,008, and authorize the necessary budget amendments. OBJECTIVE: To provide reliable, sustainable, and regulatory compliant services by replacing wastewater Master Pump Station (MPS) 306 and provide an alternative path for wastewater to flow from MPS 302 to the South County Water Reclamation Facility (SCWRF). CONSIDERATIONS: The proposed scope of work under Project Number 70237, “MPS 306,” is consistent with the FY2019 Budget approved by the Board of County Commissioners on September 20, 2018. MPS 306 is 27 years old and is located in East Naples on Thomasson Lane. This is a critic al pump station in the wastewater collection system and must be kept in continuous operation. This project will replace the existing station with a new station located in an easement a quarter mile west of the current site at the intersection of Thomasson Drive and Thomasson Lane. To prevent service interruptions, and to minimize the cost/risk of bypass pumping, the existing station will remain in service until construction on the new station is complete. Once construction is complete, the existing stati on will be decommissioned and demolished and its easement vacated. This new MPS will be a wastewater booster pump station without a wet well which minimizes the potential for odors and spills. All the pumping equipment and the emergency generator will be located in a 6,000 square foot building. Storm resiliency will be improved due to Diesel pumps, generator and staging of portable generators on site. Existing MPS 306 discharges through a force main to MPS 302 located in the northeast quadrant of Rattlesnake Hammock Road and Santa Barbara Boulevard. Approximately 80 percent of the south wastewater transmission system is conveyed through MPS 302 to the SCWRF. Currently, there is no alternative path for these flows to reach the SCWRF; therefore, the 36-inch force main cannot be shut down for preventative maintenance. Further, if the 36-inch force main were to fail, approximately 80 percent of the south transmission system would be out of service with a very high potential for sanitary sewer overflows. To address these vulnerabilities the new MPS 306 has been designed to pump through the recently constructed force main along U.S. 41 from MPS 306 to the SCWRF. This will provide an alternative path that will allow flow from MPS 302 to be routed through MPS 306 and then to the SCWRF. This project was designed under the Wastewater Basin Program. On May 7, 2018, the Procurement Services Division released Invitation to Bid 18 -7305 to five thousand twenty-eight (5,028) contractors for the “Master Pump Station 306” project. Jack and Bore, or 2b. Micro Tunnel. Staff decided to proceed with Alternates 1 and 2, and recommends the contract be awarded to PWC Joint Venture LLC, as the lowest responsive and responsible bidder, based on the award of the “Base Bid, plus Alternate 1 and 2a (Jack and Bore),” for a total contract amount of $10,719,008. Alternate 1 is a $256,992 lump sum deduct from the base bid to eliminate programming. Instead, the engineer of record, AECOM Technical Services, Inc., will be performing these services for a time and materials cost of $206,662 under Amendment 3 of Agreement #11-5782. The net result is a savings of $50,330 to the County. Alternate 2 is the 24-inch force main crossing of U.S. 41 at Entrance Road, which completes the wastewater flow path from MPS 306 to the SCWRF. In its September 12, 2018 letter, engineering firm AECOM also recommends awarding the construction agreement to PWC Joint Ventures LLC, based on its review of PWC’s record on previous, similar, utility- related projects. PWC’s bid is twenty six percent above the engineer’s cost opinion. AECOM opined that the cost or availability of labor, equipment and materials and current market conditions are causing higher construction bids in the local area. The bid tabulation, bid analysis, engineer of record recommendation letter, Notice of Recommended Award (NORA), contract, certificate of insurance, and presentation are included as Attachments 1 through 7 respectively. The bid specifications informed the bidders that there may be unforeseen conditions associated with the project. Therefore, the bid amount incorporates an allowance of $800,000 for owner-directed additional work. The price for any additional work will be negotiated prior to commencement in accordance with the County’s Purchasing Ordinance and the terms of the agreement. FISCAL IMPACT: The source of funding is the Wastewater User Fee Capital Fund (414). A budget amendment in the amount of $11,000,054.92 is required to reallocate funding from Projects within Fund 414 to Project 70237. The additional $281,046.92 will be used for professional engineering construction services and CEI services. Using today’s dollars, the total cost to replace the asset is $10,719,008, with a life expectancy of 20 years for a new pump station generating an approximate annualized capital cost of $536,000. The operating budget impact of the completed project is reflected in the table below. The funding source will be user fees. The new MPS 306 has a larger building and site, climate control in the electrical room, Diesel engine- 11.H Packet Pg. 899 12/11/2018 driven pumps, emergency generator, variable speed pumping, no wet well or odor control which represents a total annual operating and maintenance cost of approximately $46,000. Elimination of the existing pump station eliminates wet well cleaning, the odor control system, generator and pumps which represent an annual operation and maintenance cost of approximately $58,000. The net result is a $12,000 estimated annual savings in operating cost. The estimated operation and maintenance costs do not include the cost of routine labor required at the master pump station; no change in staffing is expected because of this project. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, awards Invitation to Bid No. 18-7305, “Master Pump Station 306," to PWC Joint Venture LLC, in the amount of $10,719,008; authorizes the necessary budget amendments; and, authorizes the Chairman to sign the attached agreement.
