EXECUTIVE SUMMARY
Recommendation to appoint a member to the Collier County Planning Commission, representing
Commission District 3.
OBJECTIVE: To appoint a member to represent Commission District 3 on the Collier County Planning
Commission (CCPC), to a four-year term expiring on October 1, 2022.
CONSIDERATIONS: This seven-member quasi-judicial committee was created by authority of
Chapter 67-1246, Laws of FL. Ordinance 13-50 amended Ordinance 09-29, thus changing membership to
represent five planning commissioners selected by commission district and two members with
environmental expertise. The CCPC assists in the formulation and review of the Comprehensive Land
Use Plan, Land Development Code, and amendments to both, and then submits their recommen dations to
the Board for final decision. Members are required to file a Form 1 Statement of Financial Interest each
year with the Supervisor of Elections. Terms are four years. A list of the current membership is included
in the backup.
There is currently a vacant seat on the CCPC, representing Commission District 3. The vacancy was
advertised, and an application received from the following:

NOMINATION: As this is a quasi-judicial board a committee recommendation is not required.
Commission District members must be nominated by the Commissioner of their District and must receive
a majority vote of the BCC for appointment. Commissioner Burt Saunders, District 3 , has indicated a
desire to nominate Mr. Fry for appointment. A staff memo reviewing his qualifications for appointment is
included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners appoints Mr. Fry, representing
Commission District 3, to the Collier County Planning Commission, to a four-year term expiring on
October 1, 2022, and directs the County Attorney to prepare a resolution confirming the appointment.

As noted in your memorandum of October 8, 2018, Karl Fry has applied to fill the vacancy on the above
referenced advisory board which was created with the resignation of Diane Ebert.
It should be noted that Ordinance Number 2013-50 (CCPC Membership qualifications) requires the
members of the CCPC to be permanent residents and qualified electors of Collier County. The CCPC
members are also to reside in the Commission District allocated for each vacancy. Please be advised that
Mr. Fry is a permanent resident of Collier County and is a registered voter as noted in his application. He
also resides within the District 3 boundary.
Furthermore, this section states that although no specific experience is necessary as a prerequisite to the
appointment, consideration shall be given to applicants who have experience or who have shown interest
in the area of planning, zoning, and related fields. A further consideration in the appointment of Planning
Commission members shall be made to provide the Planning Commission with the needed technical,
professional, business, and/or administrative expertise to accomplish the duties and functions of the
Planning Commission. The resume provided by Mr. Fry indicates that he is a current member of the Oakes
Estates Neighborhood Association and a member of the Collier Building Industry Association. He also
participated in the Remodeler’s Council Board of Directors in 2009. He has a bachelor’s degree from Ohio
University in Computer Science.
Based upon the information contained in his application, he is qualified to serve on this advisory board.

Personal Note
My involvement on the Oakes Estates board for the past 15 years has been an extremely positive experience of
forging relationships with our Commissioner as well as other key individuals at the county level. I believe our
success has come from the realization that our neighborhood is part of a much bigger picture, and we must balance
our personal interests with the inevitable and positive growth of Collier County. My experiences have evolved into a
deep interest to contribute at a higher level. If appointed, my goal will be to dedicate my time and talents to serve my
Commissioner, the people of this district, the CPCC board members, and county staff as we work together for the

This 7 member quasi-judicial committee was created by authority of Chapter 67-1246, Laws of
FL. The Planning Commission assists in the formulation and review of the Comprehensive Land
Use Plan, Land Development Code, and amendments to both, and then submits their
recommendations to the Board for final decision. The Board of County Commissioners also gave
the Planning Commission the power and duty of serving as the County’s Environmental Advisory
Council under Ordinance No. 2009-32. There shall be one member from each of the five County
Commission Districts, and two at-large environmental members. Planning Commission
Candidates for the five County Commission District seats must be nominated by the
Commissioner of the District in which the candidate resides for both initial and subsequent terms
and receive a simple majority vote of the Board of County Commissioners. The two at-large
environmental members can be nominated by any Commissioner, but must receive a four-fifths
vote of the BCC for appointment or reappointment. Members are required to file a Form 1
Statement of Financial Interest each year with the Supervisor of Elections. Terms shall be for not
less than two years nor more than four years.
Pursuant to Section 163.3174, F.S., the Collier County Planning Commission must include a
nonvoting member appointed by the District School Board of Collier County.
