EXECUTIVE SUMMARY
Recommendation to approve an Agreement with the State Department of Environmental
Protection Division of Recreation and Parks to provide transit service into Delnor-Wiggins State
Park; and authorize the Chairman to sign the agreement.
OBJECTIVE: To attract visitors to the Beach and State Park for outdoor recreation opportunities and
alleviate congestion and parking limitation by providing an alternate mode of transportation to access the
beaches of Collier County.
CONSIDERATIONS: On June 9, 2015, the Board of County Commissioners (Board) ratified the
approval of an after-the-fact grant application for the State Discretionary Transit Service Development
and State Park-and-Ride Lot Program administered by the Florida Department of Transportation (FDOT).
On October 20, 2016, FDOT notified Collier County of the award of the grant for a total project amount
of $274,500 over a three (3) year period. The Tourist Development Council (TDC) approved providing 3
(3) years of supplemental financial support for the route at their November 28, 2016 meeting.
This year will be the third year that the service is being provided. Last years’ service included running the
route into Delnor-Wiggins State Park and required Board approval of an Agreement with the State
Department of Environmental Protection (DEP). The Agreement is an annual commitment and would be
required again this year. The Agreement with the State commits the County to entering the park and
dropping off beach goers at one of the beach access points in the park. The County would also collect the
$2 entry fee to the park and provide a report with the monthly deposit to the state. The agreement is
attached to this Executive Summary for the chairman’s signature.
The partnership last year went very well and consequently the State would like to coordinate with this
initiative again. The service is scheduled to begin on November 23, 2018.
FISCAL IMPACT: The service is being funded with State Service Development Grant and Tourist
Development Council (TDC) funds, Category “A” Beach Park Facilities Fund (183). There is no
additional cost associated with the provision of service into the State Park.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve an Agreement with the State Department of Environmental
Protection (DEP) Division of Recreation and Parks and authorize the Chairman to sign the Agreement.
