EXECUTIVE SUMMARY
Recommendation to approve a contract and an attestation statement with Area Agency on Aging
for Southwest Florida, Inc. (AAASWFL) for the Emergency Home Energy Assistance Program
(EHEAP), repeal and supersede Resolutions No. 96-268 and 2010-122 to add EHEAP to the list of
Services for Seniors programs (CCSS) that may be administratively processed and ratified by the
Board after-the-fact, a Memorandum of Understanding (MOU) with Florida Power & Light (FPL),
Lee County Electric Cooperative (LCEC), and Centro-Campesino Farmworker Center, and
authorize a Budget Amendment to ensure continuous funding for PY18/19. (Net Fiscal Impact
$55,757).
OBJECTIVE: To establish a new grant program that provides home energy assistance aid to elders in
the event of a home energy heating or cooling emergency.
CONSIDERATIONS: The Community and Human Services (CHS) Division’s CCSS Program has been
providing support to Collier County’s frail and elderly citizens for over thirty (30) years through the grant
programs. These grants are funded by the Florida Department of Elder Affairs (DOEA) through
AAASWFL.
Collier County as the Lead Agency (RFP approved by the BCC on March 27, 2018 item 16D12) is
responsible to respond to seniors needs and is now required to manage the spending authority for EHEAP
services. As the Lead Agency there is no provision of termination for the county as this grant is part of
the acceptance of the AAASWFL funds.
The total grant award of $ 55,757 will be used to fund the program beginning October 1, 2018 and ending
September 30, 2019. EHEAP provides crisis assistance to eligible low-income households with a least
one (1) individual aged sixty (60) or older experiencing a heating or cooling emergency. The program
allows for payments to utility companies; fuel suppliers; for the repair or replacement of existing heating
or cooling equipment; and for the payment of deposits, late fees, disconnect, and reconnection fees with
FPL and LCEC. The agreement with AAASWFL requires that the County commits to make payment to
the utility vendor no more than forty-five (45) days from the date of the crisis resolution. It is also
necessary to enter into a MOU with Centro-Campesino Farmworker Center. Centro-Campesino will
provide additional Weatherization Services for those clients who require additional EHEAP assistance
and who have received more than three (3) benefits in the last eighteen (18) months.
This contract is being presented for full Board of County Commissioner (Board) approval. Under
Resolution 2010-122 the County Manager or his/her designee, is provided the authority to apply, submit
and execute required grant documents that are then brought "after the fact" to the Board for approval.
However, since it is a new program, the EHEAP Program is not identified in that resolution. This Agenda
Item recommends amendment of Resolution 2010-122 to add the EHEAP Program as a social/senior
service. Therefore, in the future, EHEAP contracts and/or amendments will be allowed to be presented
“after-the-fact”.

FISCAL IMPACT: Budget Amendments are required to appropriate grant revenue in the amount of $55,
757 for the EHEAP Grant Program. Funding will reside in the Human Services Grant Fund (707), Project
33597.
GROWTH MANAGEMENT: There is no Growth Management impact from this recommendation.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
RECOMMENDATIONS: To approve and authorize the EHEAP contract, an attestation statement with
AAASWFL, a resolution repealing and superseding Resolution No. 96-268 and 2010-122, approve a
MOU with Florida Power & Light (FPL), Lee County Electric Cooperative (LCEC), and Centro-
Campesino Farmworker Center and authorize a Budget Amendment for the EHEAP Program in the
amount of $ 55,757.
