EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Memoranda of
Understanding (MOU) with the Southwest Florida Workforce Development Board, Inc. for the
delivery of the 21st Century Learning Centers swimming skills and drow ning prevention “Miracle”
Program in Immokalee.
OBJECTIVE: To provide swim lessons, drowning prevention, and recreation camps to elementary age
children in Immokalee through funding provided by the United States Department of Education.
CONSIDERATIONS: The Miracle Program will take place at the Immokalee Sports Complex and will
provide roundtrip transportation from school to park facilities for approximately twenty (20) students per
class. Students will learn basic swimming skills and drowning prevention. The program will provide for
camps held November 13, 2018 to December 15, 2018 at Immokalee Sports Complex. Children will also
participate in recreational and sports activities. Parks and Recreation will receive up to $7,200 for the
Miracle Program. Parks and Recreation has partnered with the Southwest Florida Workforce
Development Board for the past ten (10) years to offer the Miracle Program to the community.
FISCAL IMPACT: The MOU with the Workforce Development Board will provide up to $7,200 to
fund the swimming skills program. It is estimated that the program will have between 80-120 participants
per day. The reimbursed amount will cover the personal service/operating cost as well as the cost of
supplies/equipment necessary to run the program. Revenue is budgeted and will be processed through the
appropriate Community Park cost centers budgeted in Unincorporated Area General Fund (111).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
action.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote
for approval. -CMG
RECOMMENDATION: To approve and authorize the Chairman to sign the Memoranda of
Understanding with the Southwest Florida Workforce Development Boar d, Inc. to implement the 21st
Century Community Learning Centers Programs referred to as “Miracle”.

except as prcvided in Article V ('Terminarion") of this Memorandum of Undersanding. It is understood that
rhis agrc:ement may be amended during the program year at the direction of the Rorida Department of
Educaltion or as a result of programmatic reed. Any such revisions shatl be in writing and ageed upon by both

Either party to this Memorandum of Understanding may terminate its rcsponsibilities and agreements made
trerein upoi no less rhan thiny (30) days advance notice to each of the other parties. In the event of termination
by either party. payment will be made by the Workforce Developmcnt Board to Parks and Rccreation
