EXECUTIVE SUMMARY
Recommendation to approve a First Amendment to the agreement between Collier County and
Metro Forecasting Models, LLC, in the amount of $68,000 for additional work tasks assigned for
the update and development of the Collier Interactive Growth Model (CIGM) Version 3.0, to
provide population modeling for the entire County.
OBJECTIVE: To provide expanded Utility Demand Analysis Modeling beyond what was allocated for
within the Agreement # 17-7216-WV, as well as an additional work tasks associated with planning and
evaluating policy change proposals, essentially providing an extended consultant availability from the
vendor.
CONSIDERATIONS: On November 14, 2017 (Agenda Item 16A16), the Board of County
Commissioners (Board) approved an agreement with Metro Forecasting Models, LLC., for the
development of the Collier County Inter-Active Growth Model (CIGM) version 3.0. The CIGM version
3.0 is an expansion of the current CIGM to provide population and land use modeling for the entire
County. The original CIGM only provided such modeling to the geographic area east of County Road
951. To date, the CIGM version 3.0 is essentially complete with the exception for the Utilities sub-model.
The work associated with the Utilities sub-model has expanded, as the specificity requested within the
CIGM has increased per the needs of Public Utilities. Additionally, the Zoning Division is seeking
additional consultant availability for evaluations of policy changes associated with the on-going Growth
Management Plan Re-Studies. The attached proposed First Amendment to Agreement # 17-7216-WV
addresses those needs by incorporating additional work tasks, as well as the associated fees to accomplish
those services. The sum of those additional activities is requesting to increase the contract by an
additional amount not to exceed $68,000.
FISCAL IMPACT: Funding to satisfy the expanded work demand will be split between the Public
Utilities Department ($48,000) and the Growth Management Department’s Zoning Division ($20,000).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: Approval of the proposed Amendment will not impact the
Growth Management Plan.
RECOMMENDATION: To approve the First Amendment to Agreement #17-7216-WV between
Collier County and Metro Forecasting Models, LLC, and authorize the Chairman to sign the attached
Amendment.
