EXECUTIVE SUMMARY
Recommendation to approve a Resolution amending Exhibit "A" to Resolution No. 2013-239, the
list of Speed Limits on County Maintained Roads, to reflect the temporary reduction of the speed
limits on: Golden Gate Boulevard, from approximately 18th Street NW/SW to 1000' east of
Everglades Boulevard and Everglades Boulevard from 2nd Avenue NE to 2nd Avenue SE,
from forty-five (45) miles per hour to thirty-five (35) miles per hour, due to design-build
construction activities along Golden Gate Boulevard (Project 60145).
OBJECTIVE: To temporarily decrease the speed limit within the project limits of Golden Gate
Boulevard from approximately 18th Street NW/SW to 1,000 feet east of Everglades Boulevard and
Everglades Boulevard from 2nd Avenue NE to 2nd Avenue SE for the duration of the project.
CONSIDERATIONS: On May 22nd of 2018, The Board of County Commissioners (Board) awarded
Agreement # 17-7159: Design-Build Golden Gate Boulevard 4-Lane, to Ajax Paving Industries of
Florida, LLC. Staff is requesting to temporarily reduce the 45 miles per hour regulatory speed limit to 35
miles per hour on Golden Gate Boulevard within the limits indicated herein to enhance the safety of the
traveling public and the construction workers.
Pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as amended, and
Resolution No. 2013-239, the Board has the authority to establish and alter speed limits by means of a
resolution filed with the Clerk that creates a single comprehensive codif ication of all speed limits on
county-maintained roads. The Board may set speed zones where a change is reasonable and in
conformity to criteria promulgated by the Florida Department of Transportation (FDOT). The criteria for
work zones must include consideration of existing and anticipated field conditions and is defined in the
“Speed Zoning for Highways, Roads and Streets in Florida”-manual (FDOT Manual Number 750-010-
002, 1997 Edition). This manual was developed by the FDOT to promote uniformity in the establishment
of state, municipal and county speed zones throughout the State of Florida.
Staff recommends that a temporary lower speed limit of 35 miles per hour on the section of Golden Gate
Boulevard designated herein, is warranted and that the change is reasonable and in conformity with the
defined criteria. Upon completion of construction activities, staff will return with an amendment to the
Resolution returning the speed limit to pre-existing conditions.
FISCAL IMPACT: There is no fiscal impact to the County. The construction contractor will be
responsible for the installation of all speed limit signs and other work zone traffic control devices.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact.
LEGAL CONSIDERATIONS: The County Attorney has reviewed this item and approved it as to form
and legality. Majority support of the Board is required for approval. - JAK
RECOMMENDATION: To approve the attached Resolution amending Exhibit “A” to Resolution No.
2013-239, to temporarily decrease the speed limit within a designated section of Golden Gate Boulevard
and to authorize the construction contractor to erect and remove the appropriate traffic control signs after
notifying the Collier County Sheriff’s Department.
