Backup Documents 09/14/2010 Item #16H 2EXECUTIVE SUMMARY D X16 H 2 Recommendation to repeal and replace Resolution No. 2010 -156 relating to appointments to the Collier County Emergency Medical Services Policy Advisory Board. OBJECTIVE: To repeal Resolution No. 2010 -156 and approve a corrected resolution restating the appointments of two members to the Emergency Medical Services Policy Advisory Board Member and reaffirming the prior appointment of James V. Talano, M.D. CONSIDERATIONS: The five — member Emergency Medical Services Policy Advisory Board assists the Board of County Commissioners (Board) with all issues affecting prehospital emergency medical services within Collier County. Based on recommendations by the Collier County Medical Society, the Board approved Resolution No. 2010 -156 on July 27, 2010, appointing Rosemary LeBailly, Todd Bethel, M.D., and Jerome J. Pinto to this Advisory Board. Through a misunderstanding, the Society recommended that Dr. Bethel fill a vacancy created by the resignation of Dr. James V. Talano. Dr. Talano, however, still serves on the Advisory Board and is currently its Chairman. The proposed resolution repeals Resolution No. 2010 -156, correctly appoints Rosemary LeBailly and Jerome J. Pinto, and reaffirms the prior appointment of James V. Talano, M.D. FISCAL IMPACT: None GROWTH MANAGEMENT IMPACT: None LEGAL CONSIDERATIONS: The proposed resolution was drafted by the County Attorney and is legally sufficient for Board action. — JAK RECOMMENDATION: That the Board of County Commissioners approves the attached resolution repealing and replacing Resolution No. 2010 -156 in order to appoint Rosemary LeBailly and Jerome J. Pinto to the Emergency Medical Services Policy Advisory Board and reaffirm the prior appointment of James V. PINTO, AND REAFFIRMING THE PRIOR APPOINTMENT OF JAMES V. TALANO, M.D., TO THE COLLIER COUNTY EMERGENCY MEDICAL SERVICES POLICY ADVISORY BOARD, AND REPEALING RESOLUTION NO. 2010 -156 IN ITS ENTIRETY. WHEREAS, Collier County Ordinance No. 2009 -01, as amended, established the Collier County Emergency Medical Services Policy Advisory Board to assist the Board of County Commissioners with all issues affecting prehospital emergency medical services within all of Collier County; and WHEREAS, Ordinance No. 2009 -01, as amended, provides that the Advisory Board shall be composed of five members representing the professions related to emergency medical services as specified in the Ordinance; and WHEREAS, on July 27, 2010, the Board of County Commissioners approved Resolution 2010 -156 appointing Rosemary LeBailly, Todd Bethel, M.D., and Jerome J. Pinto to this Advisory Board; and WHEREAS, the appointment of Todd Bethel, M.D. was in error as James V. Talano, M.D. has filled this term since October 13, 2009, and there was no vacancy. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the appointments to the County Emergency Medical Services Policy Advisory Board are as follows: ROSEMARY LEBAILLY, in the category of emergency room nurse, is hereby appointed to fulfill the remainder of a vacant term, said term to expire on September 25, 2011. 2. JEROME J. PINTO, in the category of pharmacist, is hereby appointed to fulfill the remainder of a vacant term, said term to expire on September 25, 2011. 3. The appointment of JAMES V. TALANO, M.D, in the category of physician, is hereby reaffirmed, said term to expire on September 25, 2013. BE IT FURTHER RESOLVED that Resolution No. 2010 -156 is hereby repealed in its entirety. 16H THIS RESOLUTION ADOPTED after motion, second and majority vote on this the 14th day of September, 2010.
