EXECUTIVE SUMMARY
Recommendation to authorize Change Order #1 to Contract #17-7182, North Collier Regional Park
Artificial Turf Design, to Agnoli Barber & Brundage, Inc. for professional engineering services in
the amount of $35,966.
OBJECTIVE: To add Value Engineering and additional Contract Administration related services to
reduce the cost of construction.
CONSIDERATIONS: On January 23, 2018, the Board of County Commissioners (Board) awarded
Contract #17-7182 North Collier Regional Park Artificial T urf Design to Agnoli Barber & Brundage, Inc.
(Agnoli) (Agenda Item #16D2) in the amount of $172,783.50. The contract includes permitting, final
design plans and specifications, and post design services for the four (4) soccer fields, which will include
storm water management features within the design. The design, permitting, and post design services
during construction for this contract are expected to be completed by Fall 2018.
After the design work was completed, the project went out to bid. After the evaluation of construction
bids, it was determined that the engineer (Agnoli) be directed to Value Engineer the project and reduce
the cost of construction resulting in a change order to the construction contract. The additional design
work includes inspections, meetings, and construction administration at the cost of $35,966, (i.e. Change
Order #1).
The value engineering review resulted in a cost savings of $220,000 to the awarded construction
contractor, Hellas Construction, by removing the Nike infill and re-engineering the turf system.
FISCAL IMPACT: Agnoli Artificial Turf Design Change Order #1 has a Fiscal impact of $35,966 and
will be funded from TDC Capital Project Fund (758), Project No. 80359, (Artificial turf Conversion).
This project is jointly funded from Tourist Development Taxes and the General Fund. General Fund
monies will be utilized to pay for Agnoli Change Order No. 1.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
LEGAL CONSIDERATIONS: This Item is approved is as to form and legality and requires majority
vote for approval. -CMG
RECOMMENDATION: To authorize Change Order #1 to Contract #17-7182 to Agnoli Barber &
Brundage, Inc, for North Collier Regional Park Artificial Turf Design (Project No. 80359), in the
additional amount of $35,966 and authorize the Chairman to execute the attached Change Order.

The scope ofscrvices for this additional work rEquest is drivefl by a constsuction scopc change rcquested
by Client and a change in construction contsact time n€cessitating additional Construction Adminisration
services. Client's initial direction x,as to design all four ficlds to FIFA standards. This work was
completed, bid and recommended for award. Upon consid€rstion offie project's budget, it was
determined by Cliant that two ofthe four fields would be redesigned to a standard morc in keeping with a
park play field, reducing the pmfessional field characteristics ofa FIFA certified design. Additional work
items 6.0 and 7.0 in the attached matrix are requested to account for dris additional effort.
The original constuction contsact time for this wolk was two months. During the bid process for this
constnrction contract, it was daermined by Client that the constsuction time could be extcnded by one
