EXECUTIVE SUMMARY
Recommendation to approve an electronic submittal of an amendment to the Retired Senior
Volunteer Program (RSVP) FY18-21 application to add additional work plans for the Disaster and
Healthy Futures focus areas, and allow Community and Human Services (CHS) to modify the
application in the future, without Board of County Commissioner (Board) approval, to add
additional volunteer stations as they become necessary.
OBJECTIVE: To continue to provide Collier County’s RSVP Grant Program.
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. Collier
County CHS continues to administer this project, which is seventy (70%) percent sponsored by the
Corporation for National and Community Service (CNCS).
On April 24, 2018, the Board approved an after-the-fact renewal grant application in the amount of
$163,566 (Agenda Item #16D3) for the CNCS, RSVP FY2018-2021. The official notice of award was
received on June 8, 2018 and the award amount for the first year was $54,522.
On June 26, 2018, the Board approved acceptance of the grant award in the amount of $54,522 from
CNCS and authorized the necessary Budget Amendments.
As part of the grant application, Collier County was required to identify specific focus areas of service
and corresponding performance outcomes. The focus areas established by CNCS are Disaster Services,
Economic Opportunity, Education, Environmental Stewardship, Healthy Futures, and Veteran and
Military Families. During a site visit with CNCS State Office staff in July 2018, it was recommended that
Collier County amend its application’s work plans to include four (4) additional activities including
performance measure and outputs in the Disaster and Healthy Futures focus areas as described below:

Amending our application to include these additional activities will allow the RSVP Program to expand
its number of volunteers and provide alternative options for volunteers to serve our community. The
expansion of the Healthy Futures activities is a result of direction from CNCS to expand our exercise

programming and move toward evidence-based activities and to move away from any non-evidence-
based programming. Increasing activities will also result in an increase to volunteer stations. A volunteer
station is a not for profit organization where RSVP volunteers are placed. Once this item is approved, the
first action by Staff is to electronically input these (4) additional activities including performance
measures and outputs into the eGrants system to amend the application that is made back-up to this item.
Additionally, each time a station is added CNCS requires the grantee to update the application in eGrants
to identify new service locations. Collier's practice is to obtain Board approval for any grant changes. In
this case, CHS is requesting an exception to practice in order to meet a grantor administrative
requirement. The exception is to allow CHS staff to add volunteer stations to the application as stations
are added to the program, without seeking Board approval each time. E-grants, the grantor system, and
the OMB grant files will be updated to include approved work plans.
FISCAL IMPACT: There is no Fiscal impact associated with this Executive Summary. Funds reside in
Human Services Grant Fund (707) and Human Services Match Fund (708), Project 33571.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote.
If this Item is approved, amendments to the application to add the four above mentioned activities and
volunteer stations, as they become necessary, will be made electronically by the Director of Community
Housing in the eGrants System. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.

to modify the application in the future, without Board approval, to add additional volunteer stations as
