EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) #18-7398 “Mobile Frozen Food Treat
Concessionaire” to Naples Shaved Ice, LLC, d/b/a Kona Ice of Naples, and authorize the Chairman
to execute the attached Agreement with the awarded vendor.
OBJECTIVE: To provide mobile frozen food products for events and summer camp programs
throughout park facilities.
CONSIDERATIONS: The Parks and Recreation Division issued an ITB for a mobile frozen food treat
concessionaire to provide frozen treats offerings to summer camps and other event participants in Collier
County Parks and Recreation programs.
On May 25, 2018, the Procurement Services Division released notices of ITB No. 18-7398 to 662 vendors
for Mobile Frozen Food Treats Concessionaire. Interested vendors downloaded forty-four (44) bid
packages and the County received one (1) bid by the July 9, 2018 deadline. Staff is recommending to
award to Naples Shaved Ice, LLC, d/b/a Kona Ice of Naples.

FISCAL IMPACT: Kona Ice is providing a revenue-sharing plan of a fixed monthly concession
commission of eighteen (18%) percent of total gross sales per month. Revenue is budgeted in individual
cost centers within the Parks and Recreation Division General Fund (001) and MSTD General Fund (111)
budgets.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To award ITB #18-7398 “Mobile Frozen Food Treat Concessionaire” to
Naples Shaved Ice, LLC, d/b/a Kona Ice of Naples and authorize the Chairman to execute the attached
contract.

INTRODUCTION
As requested by the Parks and Recreation Division (hereinafter, the “Division or Department”), the Collier County Board of
County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter,
“ITB”) with the intent of obtaining bid submittals from interested and qualified vendors in accordance with the terms,
conditions and specifications stated or attached. The vendor, at a minimum, must achieve the requirements of the
Specifications or Scope of Work stated.
The results of this solicitation may be used by other County departments once awarded according to the Board of County
Commissioners Procurement Ordinance.
The Collier County Parks and Recreation Division is seeking bids from non-exclusive vendors of mobile frozen food products
for events and summer camp programs throughout park facilities. Based on Parks and Recreation’s estimate of program
participants, the commission expectation is between $3,500 - $6,500 annually.
BACKGROUND
Mobile Frozen Food Treats are offered to summer camp and other event participants in Collier County Parks and Recreation
programs. T he Division’s summer camp program runs nine weeks and has historically registered over 2,000 participants. The
Division also hosts a variety of events throughout the year that attracts approximately 13,000 thousand citizens and visitors to
our facilities.
TERM OF CONTRACT
The contract term, if an award(s) is/are made is intended to be for three (3) years and two (2) one-year renewals.
Prices shall remain firm for the initial term of this contract.
Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing
structure.
All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and
to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the
time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless
remain with VENDOR.
AWARD CRITERIA
ITB award criteria are as follows:
➢ The County’s Procurement Services Division reserves the right to clarify a vendor’s submittal prior to the award of
the solicitation.
➢ It is the intent of Collier County to award to the lowest, responsive and responsible vendor(s) that represents the best

value to the County.
➢ For the purposes of determining the winning bidder, the County will select the vendor with the highest commission
paid to the county as outlined below:
• Highest project commission to the County based on the Bid Schedule 18 -7398, Excel Cell 12C
➢ Collier County reserves the right to select one, or more than one suppliers, award on a line item basis, establish a pool
for quoting, or other options that represents the best value to the County; however, it is the intent to:
• Identify a single awardee
➢ The County reserves the right to issue a formal contract or standard County Purchase Or der for the award of this
solicitation.
DETAILED SCOPE OF WORK
The County is interested in receiving bids for mobile frozen food product vendors. Although, there is no guarantee of
either a maximum or minimum amount of events or programs, as these may vary every year; the Division would like to
establish a contract with a vendor to provide frozen products at most of the park facilities with the exception of those where a
concessionaire is already established (there may be instances when the Parks and Recreation Division Director
approves another vendor on site).
Park facilities may include but are not limited to:
1. Eagle Lakes Community Park
2. East Naples Community Park
3. Golden Gate Community Center
4. Golden Gate Community Park
5. Immokalee Community Park
6. Immokalee South Park
7. Immokalee Sports Complex
8. Max Hasse Community Park
9. Sugden Regional Park
10. Vineyards Community Park
11. Veterans Community Park
The Division intends to schedule and coordinate dates and times of events/programs with the vendor. The vendor must
receive a request from a Division representative to provide services. The vendor is not allowed to sell items without
prior approval from a Division representative. The vendor will deal directly with patrons and will provide a percentage of
sales to the Division.
A Division representative will contact the vendor to schedule specific dates and times of events and summer camp
opportunities. At no time shall the vendor be on any of the park facilities without the authorization of a Division
representative.
General Vendor Specifications
The vendor must supply the following:
• Clean and adequate mobile facilities.
• Mobile food services in accordance with quality standards which shall be determined at the sole discretion of the
Division representative, in conformance with generally accepted professional standards.
• Provide park patrons with high-quality items and services at reasonable prices. All prices are subject to prior
approval of the Collier County Parks and Recreation Division Director.
• Provide services in a professional, clean and efficient manner, and in compliance with all Department of Health
standards, as well as the standards set forth by the Department representative.
• Provide adequate, trained staff to manage the operation and provide excellent service to park patrons.
• Provide courteous and efficient service emphasizing customer satisfaction.

• Provide a variety of items including a kid-size cup (1 serving), bar or sandwich treats.
• Provide at least two flavor choices and preferable no nuts or peanut butter flavors.
• At least 20% of the items must be “healthy” options. Healthy options may include items less than or equal to
200 calories and less than or equal to 35% of weight from total sugars in food.
Commission Returned to the County
On a monthly basis, the vendor shall be responsible for payment of the Parks and Recreation related Gross Monthly Revenue
Fees.
