EXECUTIVE SUMMARY
Recommendation to approve First Amendment to State Housing Initiatives Partnership (SHIP)
Program Sponsor Agreement with Collier County Housing Authority to add Fiscal Year 2017-2018
grant funding in the amount of $300,000 for acquisition of rental properties.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the SHIP Program.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act, to provide additional funding to local communities to promote and advance
affordable housing initiatives. Through the SHIP Program, Collier County and the City of Naples receive
funds from the State of Florida through the Florida Housing Finance Corporation to undertake eligible
activities.
The Local Housing Assistance Plan (LHAP) identifies eligible strategies and serves as a guideline for the
use of all SHIP funds. Per the approved LHAP the total acquisition amount shall be no more than
$300,000 per property. Each property will be secured and a fifteen-year affordability period. On June 26,
2018, the Board of County Commissioners (Board) approved Item 16.D.10, the Agreement with Collier
County Housing Authority (CCHA) for the rental acquisition strategy for $300,000.
CCHA is currently under contract to purchase a duplex in Golden Gate City with the funds approved in
June. This first amendment provides an extra $300,000 of funding. The funding would be used to
purchase an additional property, to increase the affordable rental units available in the community,
allowing CCHA to expand housing opportunities for SHIP income eligible residents in Collier County.
FISCAL IMPACT: The funding source is the Florida Housing Finance Corporation and $300,000 is
available in SHIP Grant Fund (791), Project 33525. The proposed action does not have an impact on the
General Fund.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: These projects will allow the County to expand affordable
housing opportunities for its citizens and further the goals of the Element of the Collier County Growth
Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to sign the First Amendment
Agreement to SHIP Program Sponsor Agreement with Collier County Housing Authority to add Fiscal
Year 2017-2018 grant funding in the amount of $300,000 for acquisition of rental properties.
